UNICEF office in State of Palestine received funding from partner organization to complete the Yatta Water Project and strengthen the institutional management and operation and maintenance capacity of the project. It is from this premise that UNICEF is seeking to engage a qualified and experienced Technical WASH professional to supervise and provide quality control to the construction work for the restart of the Yatta water project. When completed the project will improve the operations of water network and increase water in the reservoirs in the targeted locations with an expansion of the water quantity and quality delivery to the underserved and unserved areas within Yatta and Beit Amra localities.

How can you make a difference?

Provide technical assistance and oversight for the implementation of the Yatta Water System and Infrastructure Development, including supervising the consulting and contracting firms hired by UNICEF to complete the project assessment, designs and BOQs, construction activities, installation of equipment and testing.

Major Tasks to be accomplished

1- Evaluation of Consultants and Contractors

Undertake detailed technical and financial assessments and evaluations of submissions by consultants and contractors during the assessment and implementation of the project working closely with UNICEF WASH section and UNICEF partners.

2- Design Management

Lead and manage detailed design activities undertaken by the project’s selected design consultants. Review and select appropriate and sustainable designs with the focus on value for money.

Ensure adherence to specifications in accordance with international standards and the preparation of tender document in accordance with UNICEF’s policies and regulations, working with UNICEF’s Supply Section. Undertake and value engineering estimates to ensure the selection of the most appropriate and economical technical option.

3- Contract Management

Lead and manage construction phase activities in a planned manner to meet project time scales and target dates in completing the key components of the project

Phase 1: Assessment of works, materials and equipments and institutional capacity

Review of Project Design, Drawings and BoQs;

Phase 2: Review and Validation of Designs, drawings and BoQs

Monitoring and supervision Project Construction;

Review of Institutional capacity building needs

4- Management Supervision and Monitoring

Takes responsibility for managing the delivery of the project including timely procurement and execution of contracts for works and supplies in accordance with the project procurement plan.

Supervise the works carried out by consultants, contractors. Monitor the implementation and progress of all activities associated with the project. Prepare monthly progress report to be shared with the Project Technical Committee (PTC) and The Project Steering Committee (PSC).

5- Communication, Collaboration, Coordination and Partnership

Ensure exchange of information, experience and courses of action to accelerate/improve delivery of project and meet objectives. Conduct field visits to monitor program and collect information. Conduct periodic program reviews with Government counterparts and other partners.

Collaborate with Communication section to ensure development of effective visibility and communication materials to support advocacy and public awareness campaigns.

Collaborate with the Operations and Supply Sections and Government authorities to establish and maintain sound internal controls, to coordinate financial and supply management requirements as well as to ensure accountability.

Interact with Donor, Government and other partners, UN and bilateral agencies on the different process of program/project implementation strategies. Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve project goals.

6 -Project delivery, Monitoring and Reporting

Ensure project, sectoral or inter-sectoral efficiency and delivery through a rigorous and transparent approach to monitoring. Enhance intersectoral collaboration with other sections.

Participate in project monitoring exercises, project reviews and annual sector review meetings with government counterparts. Ensure the preparation of donor progress reports.

Expected Results:

  • Working with Supply Section ensure timely tendering, contracting of works and review of the project documents
  • Timely review/ and or preparation of supply documents and non-supply assistance to ensure timely delivery and disbursement of materials and equipment to the project site
  • Follow up on any required approvals by the authorities
  • Donor Reports and Briefing notes prepared in a timely manner
  • Stake holders (Palestinian Water Authority and The Royal Embassy of the Netherlands) and partners coordination meeting minutes /reports prepared;
  • Reports on program delivery, in compliance with the established guidelines and procedures
  • Communication document outlining an effective strategy for safe water handling and storage practices of desalinated water at household level. Working closely with C4D

Frequency of Reports: The Consultant will directly report to the Chief of WASH but will also work closely with the Project Technical Committee (PTC) and The Project Steering Committee (PSC) including the Yatta Municipality Water Utility. The Consultant will coordinate meetings on project progress and consolidate recommended actions and share the meeting reports with all stakeholders

Recourse: UNICEF reserves the right to terminate the contract and/or withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines, if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and the partners are not followed.

Estimated duration of contract and Tentative Dates

11.5 months with possible extension after a mandatory 2 weeks break

Terms of Payment: Payments will be done monthly upon receipt and approval of monthly progress report

Estimated Cost of Consultancy

Applicants shall present a detailed financial proposal in USD that elaborates on monthly costs, including a total sum demanded. All costs, including international travel, administrative costs, etc. shall be covered by the contractor and should be included in the financial proposal as a separate heading and broken down into details of monthly fees, monthly DSA and travel costs.

Official Travel Involved: International travel from the place of recruitment to duty station. In country travels to the project site Yatta will be required and will be organized by UNICEF Office.

To qualify as an Advocate for every child you will have:

  • An Advanced University Degree (Master’s and above) in one or more of the disciplines relevant to the following areas: Civil, Water and Environmental Engineering and related technical fields.
  • A minimum of 8 years of professional experience, at the national and international level, is required specifically in supervising large infrastructure projects,
  • Additional experience in one or more of the following areas, would be desired: Water project Design/Drawings and interpretation of structural drawings, Value for Money budgeting,
  • Knowledge and experience on establishing urban water supply management systems in developing and public private partnerships,
  • Analytical, negotiation, communication and advocacy skills,
  • Leadership and teamwork abilities, Emotional Intelligence knowledge
  • Experience in UNICEF WASH programming environments will have an added value.
  • Fluency in English; knowledge of Arabic an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
