The objective of this consultancy is to develop the case for increased investment on Climate Action in Maldives. Specifically, the paper seeks to do the following:

  1. Document the situation of Climate Change in Maldives.
  2. Analyse the likely impact of increased investment on climate change relative to no increased investment.
  3. Cost the investment and estimate the net return on the investment.

The paper uses a dynamic approach, looking at different scenarios over the next 5-, 10-, and 15-year time horizons. (Can also be based on project emission scenarios)

Scope of Assignment:

The scope of this assignment is to analyse the implications of not investing on Climate Change in Maldives, presenting recommendations for investment (including the possible sources of funds) and their cost implications. The analysis will focus on the following questions:

  • What is the situation of Climate Change in Maldives?
  • How is it affecting children and young people and how are they responding?
  • Given the projected population growth, what is the likely impact on young people if there is no increased investment in climate change in the next 5, 10 and 15 years?
  • Develop probable scenarios on the impact of increased investment in climate change in the next 5, 10 and 15 years. Specifically consider the following types of investments:
    • Building or enhancing schools and health centres as climate resilient
    • Waste management and renewable energy
    • Access to potable water and sanitation systems
    • Integration of climate action and DRR education into school curricula
    • Capacity building through providing young people with green skills to help create and blue and green jobs
    • Creating spaces and platforms for young people to Innovate and share practices
    • Promote individual and community behaviours that are conducive to a sustainable environment, such as reduction of plastic use or carbon emission or other practices that pollute the islands or the ocean
    • Nature based solutions

Methodology:

The analysis will be based on the review of existing literature and other data available on the Climate Change in general, and specifically in Maldives. The exact technical methodology will be proposed by the consultant

The consultant will travel to Maldives for primary as well as secondary data collection. The secondary data collection can be gathered with discussions with government officials, UN and UNICEF staff, IFIs, NGOs, youth environmental activists, academics and other stakeholders. The primary data collection can be done by the interviews with government officials, community members, young people and other community leadership (such as island and atoll councils).

At the initial stage, a concise and holistic picture of the climate change scenario in the country, including the systems, structures, budgets/resources and policies will be developed. Based on this analysis and demographic trends, projections will be developed with regards to the impact of climate change in the next 5, 10 and 15 years. Two sets of scenarios will be considered when developing the projections: 1) when there will be similar investments taking place; 2) when the investments increased significantly in the specified intervention areas.

The analysis will provide the basis to make recommendations regarding the future investment in the area of climate change. The analysis will conclude the type of investments and their returns, which will be possible to understand which type of investments will reap maximum returns. Both historical data and opinions from subject-matter experts will be used in generating possible scenarios. A child rights-based approach should also be followed when conducting the analysis.

Estimated Duration of the contract:

The contract duration is for 65 days, inclusive of field visit for around 10 days.

Official travel involved:

The consultancy is home based. However, the consultant is expected to travel to Maldives for secondary data collection at the capital (Male), and also travel to islands for observation and primary data collection purposes.

Reporting:

The Emergency & Climate Change Manager will serve as the primary contact for the consultant. Additional technical guidance will be provided by the senior management, including Regional and Headquarters climate teams.

Qualification and Experience Required:

The consultancy requires the following qualifications and experiences:

  • Post graduate degree in social sciences, especially environmental studies, economics, demography, public policy or other related fields
  • At least 10 years in applied research, plus publications in peer reviewed journals
  • Expertise in the economics of education an advantage
  • Knowledge and experience in development issues in South Asia or Small Island Developing States a plus
  • Excellent writing, communication, presentation and public speaking skills
  • Ability to work in teams and in a multi-cultural environment
  • Experience working or conducting research with young people a plus

Payment Schedule:

The payment will be made in two instalments- the first instalment when a draft report is submitted, and the second instalment when the final report is submitted.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
