- Experience in Human Rights Based Approach to programming and Results-Based Management (RBM).
- Experience in research and policy-level analysis, knowledge products and/or reports across social and economic sectors is required.
- Previous experience working in the UN is an advantage.
- Fluency in English is required; excellent written and verbal communications skills in English.
- Data analysis experience and strong skills in the usage of statistical software (STATA, SPSS etc.) and in handling of web-based management systems.

UNICEF in Vientiane, Lao PDR is looking for an Individual Consultancy: International Consultant Planning and Monitoring Consultant. The duration of this assignment is 11.5 months and the consultant will be based in Vientiane, Lao PDR with intermittent travels to provinces/districts.
Summary of key functions/accountabilities:
Main Tasks Related to the Job
The core activities of the Planning and Monitoring Consultant shall include the following.
Planning and Monitoring Systems:
- Further develop /maintain an internal monitoring system and plan for UNICEF country office to generate regular information related to the progress of the country programme, including common performance indicators for multiyear work plans and annual management plans.
- Provide technical support to sections in implementing the monitoring plan, and support staff to collect and analyze data of key performance and management indicators for management, and annual progress reporting.
- Contribute technical support to the office half year and annual reports as required.
- Provide technical support to the implementation of the new country programme document (2022-2026).
- Provide planning, monitoring, technical and coordination support to UNICEF and partners for the current and future United Nations Sustainable Development Cooperation Framework (UNSDCF).
UN Coordination and Support:
Provide technical support to Management on the below UN coordination activities
- Coordinate UNICEF information and data requests from UNCT and RCO.
- Coordinate and contribution inputs to the UNICEF Resource Group (RG) Annual Reporting i.e. RG4.
- Coordinate and contribute inputs into the Annual Reporting on the UNICEF Common Budgetary framework.
- Provide technical support to the Monitoring, Evaluation and Learning Group (MELG).
- Follow up with UNICEF programme sections on inputs requested by the Representative for presenting in the UNCT ie. agenda powerpoint slides, talking points and briefing notes.
- Attend relevant UN coordination meetings, capture minutes, flag issues and shared with management for future information and reference.
- Coordinate inputs and update UNICEF contribution matrix to the UNCT every quarter.
Capacity Building in RBM and M&E:
- Provide technical support to staff members and government counterparts on monitoring, Human Rights-Based Approach (HRBA) and Results-based Management (RBM).
- Train staff members on M&E concepts, skills and tools.
- Contribute to design of TORs, training materials, communication materials related to the M&E within the country office.
- Carry out other assignments and activities as directed by UNICEF.

Qualifications and Experience

Knowledge and Skills
- Minimum 3 years of relevant experience at the national and international level in planning, monitoring, evaluation and / or reporting.

- Experience in research and policy-level analysis, knowledge products and / or reports across social and economic sectors is required.
- Previous experience working in the UN is an advantage.
- Previous UN Coordination working experience is an asset.
- Data analysis experience and strong skills in the usage of statistical software (STATA, SPSS etc.) and in handling of web-based management systems.
- Fluency in English is required; excellent written and verbal communications skills in English

Assessment Criteria
For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:
a) Technical evaluation of the candidates’ qualifications, experience and expertise (max. 100 points) weight 70%:
Qualifications (20 points)
- A Master's Degree in Statistics, Economics, Econometrics, International Development, Social Sciences or related technical field with strong quantitative and data analysis component (20 points).
Experience and expertise (80 points)
• Minimum 3 years of relevant experience at the national and international level in planning, monitoring, evaluation and / or reporting (30 points).
• Experience in Human Rights Based Approach to programming and Results-Based Management (RBM) (10 points).
• Experience in research and policy-level analysis, knowledge products and / or reports across social and economic sectors (10 points).
• Previous experience working in the UN system is an advantage (10 points).
• Fluency in English is required; excellent written and verbal communications skills in English (20 points).
b) Financial Proposal (max. 100 points) weight 30 %
The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.
The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment -as part of the financial proposal submission.
The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
