UNICEF in Vientiane, Lao PDR is looking for an Individual International Consultant on Child and Youth Protection. The duration of this assignment is 11.5 months, starting from 1 March 2022 – 14 February 2023. The primary work location is Vientiane Capital City, Lao PDR. Remote working will be allowed based on the situation of COVID-19 and in consideration of flexible working methods allowed as per the UNICEF rules and regulations. Regular programme visits and participation in coordination meetings at sub-national levels will take place based on the request of the Government, UNICEF and donors.

Summary of key functions/accountabilities:

Under the supervision of the Child Protection Specialist, the consultant will have key accountability and tasks as follows:

Mental Health and Psychosocial Support (MHPSS) and Counselling

• Provide support to Lao People's Revolutionary Youth Union (LYU) to scale up the helpline to deliver counselling service at provincial level.

• Lead the dissemination and implementation of the LYU Manual on Youth and Adolescents Counselling for LYU Helpline Volunteers.

• Provide technical support to Lao Women’s Union (LWU) on capacity building and implementation of activities related to case management and MHPSS at Quarantine Centres (QCs).

Child Protection in Emergency

• Support emergency response including but not limited to representing the child protection team for support to Quarantine Centres and participating in the office Emergency Preparedness and Response (EPR) on the team’s behalf.

• Support programmatic interventions, emergency supply procurement and fundraising efforts related to COVID-19 and emergency preparedness and response.

• Liaise with the team and the Emergency Preparedness and Response (EPR) Coordinator to produce quarterly situation reports, humanitarian performance management (HPM) reports, annual consolidated emergency reports (CER) and human interest stories (HIS).

Adolescent Protection, Engagement and Development

• Participate in the Office Adolescent Development and Participation (ADAP) and Gender Taskforce committee and support UNICEF Lao PDR Office on youth participation and engagement programmes.

• Lead and coordinate social and life skills training for adolescent development and protection with the National Commission for the Advancement of Women, Mothers and Children (NCAWMC) under the “Integrated Programme for Climate Resilience and Empowerment in Attapeu Province, Lao PDR – Child Protection”, supported by KOICA.

• Coordinate and participate in regular meetings with UNICEF EAPRO to provide technical guidance on child marriage and adolescent pregnancy research study.

• Coordinate and participate in regular meetings with UNICEF EAPRO to provide technical guidance on children on the move research study.

• Support the coordination with other UN agencies, such as UNFPA, UNDP and IOM, for youth, adolescents and migration related topics.

Others

• Coordinate and provide support the operationalization of CPIMS to digitalize child protection case management system.

• Provide inputs to UNICEF annual and quarterly reports including SMQ, RAM and donor reports whenever necessary.

• Provide support to the child protection team knowledge management initiatives.

• Conduct programme monitoring visits to programme/project sites, depending on the COVID-19 situation.

Qualifications and Experience

• Advanced University Degree in Social Sciences, Humanities, Development Studies, International Relations or related.

• At least three years progressively responsible work experience in child protection and social development.

• Experience working in a developing country in East Asia and the Pacific Region with sound knowledge on ASEAN mechanisms

• Relevant experience in programme management in child protection related areas in a UN system agency or international organization.

• Experience in both development and humanitarian contexts.

Knowledge and Skills

• Solid knowledge of the social, political and cultural context of Lao PDR and experiences in working in Lao PDR.

• Excellent communication, management and interpersonal skills.

• Strong knowledge and skills using MS Office (Word, Excel, PowerPoint) and SharePoint.

Languages

Excellent writing and communication skills in English. The ability to understand/communicate in Lao language is an asset.

  • Financial proposal: All-inclusive lump-sum cost including travel, accommodation and medical insurance covering medical evacuation for the whole duration of the assignment cost for this assignment as per work assignment.

Assessment Criteria:

A two-stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.

Applications shall therefore contain the following required documentation:

1. Technical Proposal: a cover letter and an updated CV.

2. Financial Proposal: Lump-sum offer with the cost breakdown: Consultancy fee, travel costs (economy class), living cost in Vientiane Capital. The ttravel shall be based on the most direct and economy fare. Travel to provinces for official work will be paid by UNICEF as per UNICEF rules and regulations. The financial proposal should include the quarantine cost in Vientiane capital for 14 days, as well as the cost for processing the vis and COVID-19 tests to enter Lao ODR. The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment as part of the financial proposal submission.

No financial information should be contained in the technical proposal.

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

a) Technical Qualification (max. 100 points) weight 70 %

• Education degree (30 points)

• Three years of experience in child protection (including child protection in emergency) and adolescent engagement (40 points)

• Knowledge of socio-economic and child protection context in Lao PDR (30 points)

b) Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation.

The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment as part of the financial proposal submission.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
