UNICEF in Vientiane, Lao PDR is looking for an Individual national consultant to support community-based child protection system strengthening. The duration of this assignment is 6 months, starting from 01 January 2022 to 30 June 2022. The Consultant will base in Vientiane, Lao PDR (with travels to Attapeu province, depending on the COVID-19 situation).

Summary of key functions/accountabilities:

Under the supervision of the Child Protection Specialist, the consultant will have key accountability and tasks as follows:

Sub-national costed planning, coordination and M&E

  • Support the Attapeu POLSW to develop and review annual, bi-annual and quarterly work plans in line with the programme result framework.
  • In line with the UNICEF’s Harmonized Approach to Cash Transfer (HACT) and using the Funding Accreditation and Certification of Expenditure (FACE), provide technical support to the POLSW on quarterly narrative and budget request/reimbursement requests for the Attapeu Provincial Labour and Social Welfare.
  • Provide technical support to communicate with the provincial and district Committee of Protection and Assistance to Children (CPAC) organize annual and bi-annual meetings for reviewing activity implementation status, knowledge sharing and planning.
  • Ensure the coordination between child protection actors at the sub-national levels and Friends International on case planning and management.
  • Follow up on the child protection and social welfare service delivery at the local levels.
  • Monitor the local situation (natural disasters, COVID-19, and others) and inform the UNICEF Child Protection team.
  • Collect data against the indicators from the programme result framework.
  • Prepare materials for the KOICA steering/technical committee meetings and attend them together with the UNICEF Child Protection Specialist.

Communication, reporting and documentation

  • Compile inputs from all stakeholders and draft a consolidated monthly progress update by the end of each month for review by the Child Protection Specialist, to be submitted to KOICA.
  • Provide inputs to KOICA bi-annual and annual reports.
  • Provide inputs to UNICEF reports, documentation and advocacy materials related to sub-national child protection system strengthening.
  • Write two human interest stories for the KOICA annual report.
  • Communicate with technical focal points from the KOICA Programme Implementation Unit based in Attapeu Province for day-to-day communication.

Sub-national social service workforce development

  • Provide support to roll out the MOLSW training on Psychological First Aids and Mental Health and Psychosocial Support for the sub-national social service workforce.
  • Provide support to implement the para-social worker training with MOLSW.
  • Distribute and monitor the dissemination of MOLSW standard job aid tools for the sub-national social service workforce.
  • Conduct at least one programme visit with POLSW.
  • Assist any other tasks relevant to the sub-national system strengthening and social service workforce development.

Qualifications and Experience

  • University Degree in Management, Community Development, Social Science, Social Work or related areas.
  • At least two years of experience working in project coordination, community-based project, child protection, child development, and social development with NGO or UN agencies.
  • Experience in working with the sub-national government, including provincial, district and community.
  • Experience in working on the KOICA programme and knowledge of the context of Attapue Province in Lao PDR is highly desirable.

Knowledge and Skills

  • Understanding of community-based child protection service and good skills on communication and dealing with the government partners
  • Excellent communication, management and interpersonal skills

Languages

  • Fluent English and Lao, both written and spoken

  • Financial proposal: All-inclusive lump-sum cost including travel and accommodation cost for this assignment as per work assignment.

Assessment Criteria:

A two stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.

Applications shall therefore contain the following required documentation:

1. Technical Proposal, including a cover letter, updated CV.

2. Financial Proposal: Lump-sum offer with the cost breakdown: Consultancy fee, travel costs (economy class), DSA during official travel and medical insurance covering medical evacuation for the whole duration of the assignment as part of the financial proposal submission.

No financial information should be contained in the technical proposal.

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

a) Technical Qualification (max. 100 points) weight 70 %

  • Degree Education (30 points)
  • Knowledge (30 points)
  • Experience (40 points)

b) Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.

The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment -as part of the financial proposal submission.
