UNICEF in Vientiane, Lao PDR is looking for an Individual Consultancy: Individual contract to monitor quality assurance of renovation works of six cold chain hubs in 6 provinces (Oudoumxay, Savanakhet, Luangprabang, Saravan, Champasak, Vientiane Capital) in Lao PDR. The duration of this assignment starting from 01 October 2020 to 01 March 2021. The consultant will be working from Vientiane Capital and conduct a scheduled visit to 6 provincial facilities for monitoring and evaluation. It will require approximately 28-30 days of journeys; In case more than two visit required to problematic construction sites total of 40 days can be earmarked at max. throughout the contract duration.

Summary of key functions/accountabilities:

  • Undertake field visits and surveys in order to monitor and evaluate project implementation
  • Identify problems and propose remedial action. Identify alternative courses of action to accelerate/improve program delivery.
  • Visit each renovation site; site visits should be timed to coincide with significant renovation activities
  • Monitor the government capacity to identify their strengths and possible weaknesses; propose solutions to minimize the risks
  • Assist in the review and evaluation of the technical, institutional and financial feasibility and constraints of the project in coordination and collaboration with government and other partners.
  • Develop the work plan for the implementation for the quality assurance strategy and monitor compliance to ensure objectives and targets are met and achieved.
  • Inform UNICEF of the tentative date for Substantial Completion of the works
  • Facilitate testing of all the systems installed and provide UNICEF with test certificates including Electrical system, plumbing system testing, lightening, water supply system and others as applicable.
  • Ensure provincial engineers issue the Substantial Completion Certificate.
  • Provide, in collaboration with UNICEF, to the contractor a defect list upon substantial completion of the works.
  • Ensure that all defects are fixed by the contractor
  • Facilitate the handover of the completed facilities to the local authorities and beneficiaries.
  • Provide UNICEF with a final project narrative, financial and photographic report
  • Where appropriate and upon completion of the defect liability period, ensure a final inspection and the Final Completion Certificate is issued on the day of the final inspection.
  • Ensure detailed records are kept of all construction activities, enabling real-time tracking of construction progress.

To qualify as an advocate for every child you will need to have:

Project management experience in local context. Advanced degree in civil engineering, construction engineering, architecture or other relevant technical area; at least 10 years experience in construction contract management of reinforced concrete buildings; knowledge of materials, methods, and the appropriate tools to construct structures and buildings; knowledge of structural engineering in the design of reinforced concrete, steel, masonry, and timber as applied to construction of buildings and structures; proven ability to identify potential problems and recommend appropriate solutions manner; strong links in humanitarian community; excellent writing and presentation skills; ability to work productively in a multi-cultural environment; good health and willingness to travel and live in locations with difficult conditions.

In addition, the incumbent should:

  • Have a strong capacity to use logic and analysis to identify the strengths and weaknesses of different approaches;
  • Have good initiative and ability to apply technical knowledge creatively to ensure conflicts and disputes are resolved between contractors and beneficiaries;
  • Have current knowledge of the latest developments and technology in the field.
  • Demonstrate the ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
  • Have computer skills, including internet navigation and various office applications, including knowledge of AutoCAD and MIS/GIS applications.
  • Possess good analytical, negotiating, communication and advocacy skills.
  • Can communicate effectively in English and Lao with others to effectively convey information;

  1. Assessment Criteria:

A two-stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.

Applications shall therefore contain the following required documentation:

1. Technical Proposal, including a cover letter, updated CV, and copies of 2 relevant evaluations performed earlier by the consultant.

2. Financial Proposal: Lump-sum offer with the cost breakdown: Consultancy fee, travel costs (economy class), per-diem to cover lodging, meals, and any other cost related to the consultant's stay in Vientiane, including transportation inside the city and other costs. The travel (if involved) shall be based on the most direct and economy fare.

No financial information should be contained in the technical proposal.

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

a) Technical Qualification (max. 100 points) weight 70 %

  • Degree Education in 30 (30 points)
  • Knowledge of 20 (20 points)
  • Experience in 40 (40 points)
  • Quality of past work (e.g. understanding, methodology) (10 points)

b) Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price. The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
