UNICEF in Vientiane, Lao PDR is looking for an Individual Consultancy: Individual contract for desk review and secondary analysis on nutrition and WASH linkages with malnutrition in Lao PDR. The duration of this assignment is 3 months, starting from October until December 2021. The Consultant will work as Part time consultant, will be home based and work remotely.

Summary of key functions/accountabilities:

The consultant shall:

  • Undertake desk review and synthesis of evidence on nutrition-WASH linkages and develop a study plan detailing the key assessment questions and methodology
  • Conduct indepth causal and inferential analysis of data on nutrition and WASH linkages in Lao PDR that is disaggregated by age, gender, location, wealth and others. This should include linkages across more than one potential pathway such as diarrhea and factors contributing to (repeated) bouts of diarrhea; intestinal worm infection and/or factors contributing to this; and environmental enteropathy, as appropriate/possible.
  • Prepare a report with context appropriate recommendations to inform policy, advocacy and programming choices

To qualify as an advocate for every child you will have…

  • Post- graduate degree in Public health, international development, nutrition, agriculture or other clearly related disciplines
  • At least 10 years professional work experience in related areas
  • Excellent skills on systematic review of literature to guide nutrition policy and strategies
  • Good knowledge and experience in supporting countries with evidence-based research to guide decision making and selection of priority nutrition interventions
  • Good analytical and report writing skills
  • Excellent communication skills
  • Fluency in English is required- both in oral and written communication.

Assessment Criteria:

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

a. Technical Qualification (max. 100 points) weight 70 %

Degree Education in ……… (20 points)

  • Post- graduate degree in Public health, international development, nutrition, agriculture or other clearly related disciplines

Knowledge of …….. (20 points)

  • Good knowledge and experience in supporting countries with evidence-based research to guide decision making and selection of priority nutrition interventions
  • Good analytical and report writing skills
  • Excellent communication skills
  • Fluency in English is required- both in oral and written communication.

Experience in…….. (40 points)

  • Experience in and excellent skills on systematic review of literature to guide nutrition policy and strategies
  • At least 10 years professional work experience in related areas

Quality of past work (e.g. understanding, methodology) (20 points)

  • Assessment of previous work
  • Reference check from 2-3 former employers

b) Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.]
