Purpose and Objective:

UNICEF Mozambique is in the process of identifying a consultant to support delivery of health and nutrition interventions in Cabo Delgado with a focus on emergency health and nutrition needs of the Internally Displaced Population (IDP) and host populations in district affected by the conflict in Cabo Delgado.

Under the direct supervision of Health and Nutrition Specialist/ Cabo Delgado, and with technical guidance from Chief Health and Nutrition, Nutrition in Emergencies Specialist & Health Manager / MCH Specialist; the consultant will support managing, implementing, monitoring, evaluating, and reporting the health and nutrition programme progress in Cabo Delgado which are either part of the overall response support in the Cabo Delgado province and in adjacent provinces, if necessary.

Methodology and Technical Approach:

The consultant will be based in Pemba City in Cabo Delgado province with frequent travel to the districts for to support the Health and Nutrition programme implementation including monitoring, supportive supervision reporting and providing feedback related to the activities, supplies and equipment, including direct UNICEF investments provided in support the provincial health offices, DPS and SPS. The personnel will be responsible to organise regular bi-weekly with the supervisor to provide updates.

The consultant will work under the supervision of Health and Nutrition Specialist/ Cabo Delgado and guidance of Chief Health and Nutrition, Health Manager / MCH Specialist and Nutrition in Emergencies Specialist and closely work with Child Health and Nutrition Technical specialists in country office. UNICEF will be responsible for the management of contract, assessment of consultant’s work, and performance evaluation based on deliverables. The consultant is expected to provide proof of insurance coverage prior to commencing the contract.

Activities and Tasks:

Under the general supervision of the Health & Nutrition Specialist of Cabo Delgado Field Office, and in collaboration with the other contributors from the Child Health and Nutrition section in Maputo, the incumbent on this post will support Health and Nutrition activity implementation, monitoring, reporting and feedback. The incumbent will be responsible to provide status updates in terms of changing target population, new/ additional activities planned, challenges encountered and implemented as well as results in a periodic manner.

2.1 Activities: - Support and implement Health and Nutrition activities in the province of Cabo Delgado and its districts

Tasks: - 1) Collaborate with Ministry of Health offices in Cabo Delgado and the districts to ensure timely and accurate activity implementation 2) Collaborate with all other UN agencies, follow up and manage implementing partners and the Ministry of Health to accelerate planning and implementation of health responses in the settlement areas of the province 3) Provide technical support on forecasting and ensure the timely preposition of required supplies and equipments for the population at need.

2.2 Activities: - Technical support to the development and implementation of response plan for IDPs and communities in the settlement camps and affected districts of Cabo Delgado

Tasks: - 1) Conduct rapid assessment in collaboration with humanitarian partners for gathering updated data on IDP and host communities’ needs and services’ capacity to inform the response. 2) Collaborate with Government and implementing partners to map in detail ongoing activities and commitments in response to the need and periodically update & share in review meetings. 3) Communicate the gaps with Health and Nutrition specialist in Cabo Delgado and CHN in Maputo to accelerate support.

2.3 Activities: - Support DPS and SPS to coordinate monthly meeting with all the partners supporting IDPs in the settlement camp as well as the host community to stock take on activities and ensure a well coordinate response

Tasks: -1) Prepare agenda, minutes and content for each meeting. 2) Develop a monthly dashboard for discussion to analyze need, gap, committed support and new activities based on discussion and information shared by government and partners.3) Collaborate with other multisectoral platforms & Health Emergency cluster platform to update progress about Health and Nutrition activities in Cabo Delgado especially at the settlement camps and host communities.4) provide technical assistance to health sector partners and local health authorities to adjust services’ delivery plan & modalities to the actual needs and locations of beneficiaries

2.4 Activities: - Maintain emergency preparedness, and in emergencies, deliver emergency responses with effective coordination.

Tasks: - 1) Support emergency preparedness plan for Health & Nutrition response. 2) In case of emergency, assist in rapidly monitoring and assessing the nature and extent of the emergency in the assigned area, as required. 3) Provide assistance to the Country Office in identifying where support is required. 4) Revise preparedness plan with government every quarter, ensuring up to date activities and pre-positioning of supplies. 5) Support of the nutrition cluster information management functions and facilitate nutrition cluster HRP implementation and monitoring

2.5 Activities: - Required reports are prepared on time and in compliance with the established guidelines and procedures

Tasks: - 1) Produce monthly reports and submit to the Health and Nutrition Specialist based on the deliverables planned and agreed. 2) Contributes to the timely preparation of status reports related to responses targeting IDPs and host communities affected by conflict 3) Contribute to compiling programme data and information in a timely manner for timely activity implementation including financial updates. 3) Participate in the preparation of all programme reports for management, donors, budget reviews, programme analysis, and annual reports.

Deliverables and Payments****:

Payments will be processed upon acceptance of the corresponding deliverable, submitted monthly reports and against an invoice that will make reference to the contract reference and deliverable number. Payments will be approved by the respective section chief.

Management and Supervision****:

The Health and Nutrition Officer will work under the supervision of the Health & Nutrition Specialist in Cabo Delgado, in close interaction with the whole CHN team in Maputo.

Academic qualifications:

University Degree in medicine, public health, nutrition, social science, health management and/or a related field

Work experience:

A minimum of five years of relevant professional experience in public health/nutrition planning, implementation, monitoring and evaluation of programmes related to Health and Nutrition. Professional work experience in a Coordinating/ managerial position at province level, Background/familiarity with Emergency or a technical expert position in child survival & development, health and nutrition care, health emergency/humanitarian preparedness.

Language skills:

Fluency in Portuguese and English is required. Knowledge of local languages is an asset.
