The UNICEF Thailand Country Office (TCO) is seeking to commission an Evaluation Synthesis of TCO Evaluative Evidence and Lessons from past and current evaluations conducted by TCO, focusing on the findings, conclusions, recommendations, and scenarios presented to draw the overall lessons learned and highlight key patterns emerging from the evaluative work by TCO. It will also provide a set of initial overall conclusions and identify some of the primary and emerging areas of recommendations for the future of TCO as informed by the data, information, assessments, and evaluations that TCO has conducted up to the present.

The synthesis study will also provide a communications plan to boost evaluation use and disseminate key messages and narratives regarding what worked/didn't work in the past. This effort represents a comprehensive input into a broader learning process on the TCO performance.

Work Assignment, Expected deliverable and Delivery schedule:

The consultant will work under the general supervision of the Deputy Representative – Programmes, and direction of the Emergency Coordinator and in consultation with WASH specialists in the UNICEF Regional office and sector emergency focal points as relevant to carry out assignments in the following areas:

1. Assignment: Review and critically appraise existing documents and evidence gaps, bias, coverage, knowledge, and lessons learned in sectors related to UNICEF TCO result areas to inform the scope and content of the synthesis study based on TCO reports, assessments, and evaluations.

Expected deliverable: Inception report

Delivery schedule: 15 working days

2. Assignment:

• Desk review and analysis

• Consultations with internal staff (if needed for clarifications)

• Design the framework to be used to extract the findings and lessons learned from a wide range of TCO materials and develop an evidence matrix outlining the inputs (data, sources, reports) needed to properly inform the study and accordingly agree on a final report outline.

• Draft a synthesis study of the main findings to include lessons learnt with wider applicability.

• Elaborate a succinct communications plan to share evaluation results by identifying audiences (internal; and external), communication channels, and formats

3. Assignment: Receive comments and feedback from TCO, revise and produce the Final report.

To qualify as an advocate for every child you will have…

• At least fifteen years of professional experience in evaluations, RBM, M&E, and other formative exercises

• Minimum first advanced degree [Master's Level] in a relevant field across the social sciences, with an advantage for degrees or major emphases in evaluation or related evidence fields.

• Working experience in the East Asia region

• Proven experience in communicating evaluation results.

• Excellent written and oral communication skills in English.
