The rapidly evolving context has led the organization to recognize the need for an integrated and structured approach towards planning workforce and capacity needs at country level, aligned to the needs and priorities of Country Offices. Informed by the programmatic and operational guidance, the Lebanon and Syria Country Offices are currently undergoing a skills mapping process which will identify the skill requirements in all operational and programmatic areas, identify the current skills available, highlighting the gaps in skills and resources and finally develop learning solutions to support existing staff to fill those gaps. This in turn will feed into wider HR and capacity development initiatives.

The project is led by a Senior Consultant in Organizational Design and Capacity Development together with UNICEF Lebanon and Syria HR Teams and UNICEF global HR Team. To support the data collection and analysis phase of the project, the UNICEF Lebanon and Syria country offices are seeking a qualified consultant to support country level data analysis/processing for the workforce planning and capacity mapping exercise between mid-November and January 2021 on a part-time and remote basis.

The work includes developing measurement methodologies, including new data collection and monitoring tools and questionnaires; conducting data processing and analyses. It also includes compiling data feeding into global databases of cross-nationally competency list and areas of experience/skills.

How can you make a difference?

1. Design, administer, process and analyze data from surveys and questionnaires in all programmatic and operational areas 2. Analyze and code competency areas in conjunction with the talent management and workforce planning team 3. Integrate different data-driven resources, such as summary tables, charts and relevant visuals to describe the skill mix at country level 4. Support with drafting communication and dissemination materials related to the capacity mapping report 5. Support the assessment, compilation, validation and quality assurance of data for each competency area 6. Lead the development of a statistical competency mapping database on the local level and feed into global UNICEF databases containing global competency and skill analyses

To qualify as an advocate for every child you will have…

  • An advanced university degree in statistics, or in one of the social sciences with strong qualitative and quantitative training.
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Minimum 3-5 years proven professional work in research, social sciences, data analysis, in UNICEF programme areas at the national or international is required.
  • Strong data analysis skills, including proven experience in multivariate analysis of microdata from questionnaires/ surveys and interpretation of findings and results is required.
  • Statistical data processing proficiency in STATA, SPSS or R is required.
  • Strong technical and analytical writing skills is required, preferably in English.
  • Previous experience with explaining, writing, and graphically representing research results is required.
  • Development/maintenance of statistical databases is an asset.
  • Previous experience working with, or in, developing countries, is desirable.
  • Ability to work independently in a timely manner.
  • Ability to speak and write fluently in English is required. Working knowledge of another UN language will be an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The application will be reviewed under the best value for money principle, thus only applications with financial proposal will be considered (in USD, total fees by deliverable). Please include an overall budget/timeline proposal per deliverable for the project.
