How can you make a difference?

Work Assignment: This consultancy aims to support the effort of the Ministry of Public Health in mainstreaming CP/GBV into the health sector. In order to do so UNICEF will support the Ministry to implement 4 main actions: 1-Support the internal and external around child protection and gender based violence and ensure the implementation of the MoPH CP/GBV technical committee. 2-Mainstreaming the CP/GBV guidelines into the accreditation system of the primary health care centers and hospitals. 3-Testing and rolling out the CP/GBV guidelines in two public hospitals and two public primary health care centers including training their team members who are in contact with children. 4-Develop a training curriculum or health care professionals adapted to be an online module as well.

Tasks/Milestone 1: Support the internal and external coordination and referral mechanisms around child protection and gender based violence and ensure the implementation of the MoPH CP/GBV technical committee recommendations and the action plan implementation: 1-Coordinate the CP/GBV technical steering committee with MoPH; 2-Organize and follow up on the steering committee meetings; 3-Follow up on meetings’ action points; 4-Share relevant documents for revision by the steering committee members and incorporate feedback; 5-Prepare and organise validation workshops.

Deliverable 1: 1-Steering committee’s agendas shared 2-Steering committee’s meetings minutes shared 3-Documentation of follow up on meetings’ action points, 4-Comments and feedback addressed in steering committee revised documents; 5-Response to queries of steering committee members 6-Workshops reports Timeline 1: 18 days

Tasks / Milestone 2: Mainstream the CP/GBV guidelines, CMR services’ guidelines and adolescents’ girls services guidelines in the accreditation system of hospitals and primary health care centers. Deliverable 2: CP/GBV guidelines are part of the accreditation standards of hospital and the accreditation standards of primary health care centers Timeline 2: 20 days

Tasks/ Milestones 3: Develop a capacity building module for the health sector professionals on child protection and gender based violence adapted to be on an online platform: 1-Develop draft curriculum including adapted draft for an online version. 2-Revise the curriculum with the technical steering committee and other stakeholders. 3-Test with a group of health care professionals and finalize the curriculum. 4-Roll out the TOT, conduct trainings and coach trainers among health care insitutitions teams

Deliverable 3: Internal and external MoPH referral pathway on child protection and gender-based violence: 1-Draft curriculum in Arabic and English 2-Second draft pathways document addressing inputs from the CP/GBV steering committee and MoPH team 3-Endorsed Final curriculum 4-Trainings of trainers and coaching reports.

Timeline 3: 120 days

To qualify as an advocate for every child you will have:

Minimum Qualifications Required: Master’s degree in social work, public health, children’s rights, gender studies Years of Experience required: 4 years Knowledge/Expertise/Skills required: 1-Have 4 years experience in child protection and/or gender-based violence including the legal framework and standard operating procedures. 2-Have a minimum of 1 years’ experience in research and development of strategies, policies, guidelines and training curriculums at national level. We will consider applications only from individuals with a demonstrated record of successful research, guidelines, curriculums or another publication/s. 3-Have an experience in working or coordinating with Lebanese public sector or judiciary. A previous experience with the Ministry of Social Affairs, Ministry of Public Health or Ministry of Justice ior Public Health is desirable. 4-Previous experience with civil society, intergovernmental/ non-governmental or the united nations, the Ministry of Public Health or other government institutions with a child protection mandate is desired. 5-Have a strong knowledge of Arabic and English languages both oral and writing; 6-Have a training experience on child protection and gender-based violence. 7-Have previous experience in networking and building good working relationships with a variety of stakeholders. 8-Possess excellent communications skills, including with children; 9-Demonstrate strong integrity and ethical standards; and commitment to children’s rights 10-Demonstrate strong skills in formulating Strategies and Concepts 11-Be able to travel when asked to field locations with his/her own mean of transport 12-Be able to work individually and within a team 13-Computers skills (Microsoft word, excel, power point)

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
