The Sanitation and Water for All (SWA) is a global alliance of over 200 national governments, donors, civil society organizations and other development partners working together to catalyse political leadership and action, improve accountability and use scarce resources more effectively. The ultimate goal of the Partnership is to achieve universal access to water supply and sanitation.

The Secretariat of the SWA global partnership is hosted by UNICEF at its Headquarters in New York and is responsible for supporting the Steering Committee and its Chair, promoting the country-level engagement of partners, and organizing global High-level Meetings of finance and sector ministers.

How can you make a difference?

SWA is looking to hire a part time consultant to provide support to the Secretariat in matters related to accountability and human rights. This includes advice on the coordination of the Mutual Accountability Mechanism (MAM), leading the preparation of research and analysis on human rights, gender, inequalities and related topics, support the organization of an expert group meeting on integrity, and development of training materials on these topics to support the SWA Secretariat.

Expected results: (measurable results)

The consultant will provide support and technical expertise to SWA Secretariat and broader partnership on climate change related aspects of advocacy, knowledge management, capacity building and preparation for key events.

Specifically, the consultant will:

  • Support to MAM coordinator, including in preparation for the Sector Ministers Meeting including attendance at the SMM
  • Support to MAM coordinator on catalytic research
  • Preparation for and attendance of 1 regional engagement meetings
  • Conceptualize and develop a strategy for enhancing SWA’s engagement on integrity, including through consultation with key partners and experts
  • Briefing notes and knowledge products – research and draft briefing notes and knowledge projects on key topics related to human rights:
  • Participation and partnerships
  • Maximum Available Resources
  • Support to the drafting of a briefing note on Monitoring
  • Strategic advice to the CEO on linking across sectors in order to position WASH in new and innovative discussions

To qualify as an advocate for every child you will have…

  • Advanced degree in international development, sustainable development, poverty reduction, governance, integrity, elimination of inequalities, business, economics, water or sanitation engineering, or other relevant field.
  • At least ten (10) years of relevant mid to senior-level experience in international development.
  • Experience in organizing multi-stakeholder meetings and consultations.
  • Experience working in global, multi-stakeholder partnerships desirable.
  • Outstanding listening, verbal and written communications skills in English including the ability to express complex strategies in simple and actionable terms.
  • Strong conceptual and research/analytical skills with the ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusions and recommendations.
  • Strong client focus with flexible and creative approach to problem solving.
  • Track record of consulting on complex tasks which require technical knowledge and experience, and submitting high quality and timely outputs.

PROPOSED PAYMENT SCHEDULE - By Deliverable

Payment of professional fees will be based upon the agreed deliverables/milestones: UNICEF will only make milestone payment based on achievement of specific deliverables as listed on the table above. These payments should be stated in terms of percentage. Also note that UNICEF does not make advance payment except under certain conditions in line with UNICEF Financial Rules and Regulations.

Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Your appointment is limited to Sanitation Water for All (SWA), a UNICEF hosted fund.

Individual Contractors who are working in a full-time capacity (for a minimum of 1 full month) and with the same working schedule as staff at the duty station (generally office-based, working five weekdays per week and following the office hours) receive Paid Time Off (PTO) credit at the rate of one- and one-half days (1.5 days) for each full month of service. Please refer to Paid Time off for Individual Contractors for further information.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
