You have:
- Advanced University degree (Masters or equivalent) in relevant fields such as urban planning or energy policy is preferable.
- A minimum of twelve years in a relevant field of work, preferably focusing on cooling, cities, and urban planning.
- Fluency in written and oral English is required; knowledge of Hindi or Tamil is an advantage.
- Excellent written and oral communications skills on energy and environmental topics.
- Thorough familiarity with project management best practices is essential.
Result of Service The result of services is to support MoHUA and Indian states and cities to accelerate investments and enhance policy development and planning in order to expand sustainable cooling in India and protect urban populations from extreme heat. This will include urban cooling solutions such as: cool roofs and surfaces, urban greening and shading, and thermally efficient design and construction of buildings, super-efficient RACs, district cooling and extreme heat planning.
Based on consultations with government, states, cities, PSUs, industry, private players and academia the consultant will provide extensive inputs on sustainable cooling and extreme heat technologies, best practices and policies to integrate into city and state-level implementation activities and national policy documents and planning guidelines. The consultant will provide critical capacity support to diverse NIUA initiatives and help integrate action on sustainable cooling into NIUA's support to cities and MoHUA policy frameworks.
Work Location Office of National Institute of Urban Affairs, New Delhi, India
Expected duration The contract duration will be for 12 months with possible extension for another 12 months.
Duties and Responsibilities The consultant is needed to perform tasks of a technical, organizational and analytical nature, as part of the Cities Unit of the Energy & Climate Branch, Economy Division, United Nations Environment Programme (UNEP). Specifically, a consultant is needed to coordinate and technically support UNEP and the National Institute of Urban Affairs (NIUA) of India in the implementation of the “India Urban Cooling Program” which is being implemented by UNEP and Rocky Mountain Institute as part of the Cool Coalition. The Consultant will be under the Energy & Climate Branch of UNEP with significant liaison with UNEP Asia-Pacific Office but based within National Institute of Urban Affairs office in New Delhi, India.
The consultant will support the Energy & Climate Branch and NIUA on technical advisory support, coordination and outreach. This will include providing technical inputs, training and support to policy dialogues on sustainable cooling and extreme heat action in cities, including: supporting NIUA to increases action and funding for urban cooling and extreme heat within MoHUA missions and across ministries; establishing long-term capacity building program on urban cooling that is integrated into NIUA programme and e-learning platforms; integrating cooling and extreme heat action into NIUA’s existing programs: ensuring joint delivery of activities between Urban Cooling Program and relevant NIUA programmes to increase action on urban cooling and extreme heat; providing expert technical support to pilot city and state-level implementation activities; and leverages NIUA expertise: developing and implementing long-term scaling and funding strategy of Urban Cooling Program at national and state level.
Qualifications/special skills Academic Qualifications: Advanced University degree (Masters or equivalent) in: urban planning environmental studies; energy policy; heating, ventilation, and air conditioning (HVAC); engineering or a similar discipline is preferable. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of twelve years in a relevant field of work, preferably with a focus on cooling, cities, urban planning, and the environment. Excellent written and oral communications skills on energy, urban and environmental related topics and excellent mastery of Microsoft Office, particularly PowerPoint and Excel. Thorough familiarity with project management best practices. Practical experience is essential in policy analysis and design in India. Experience in working with ministries of Government of India, state and cities, public sector undertakings and international organisations is essential. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Knowledge of another language would be an advantage, particularly Hindi and Tamil.
Additional Information UNEP is working with NIUA to build long-term capacity on sustainable cooling into the Institute. The consultant will be a critical part of this increased capacity and will be seconded into NIUA while under UNEP management.
