Algeria is a middle-income country, which is engaged in major economic, political and environmental governance reforms. However, Algeria faces an unemployment rate, estimated at 11.9% of the active population in 2019, particularly high among women (20.4% against 9.1% for men) , whose participation in the formal sector amounts to 14%. Young people (16 - 24 years), and particularly young women, are particularly affected by this phenomenon (45.1% of young women, compared to 23.6% of young men).

It should also be noted that a considerable share of the young population working in the private sector does not have social security coverage (88.2% of young workers aged 15-24 in the private sector were not affiliated with the social security system in 2014).

As a consequence, the issue of decent employment and its corollary, economic growth, represents a real challenge for the Government's action plan, which under the chapter devoted to economic recovery and renewal, promotes employment and the fight against unemployment "through an economic approach". The 2020-2024 National Economic Recovery Plan proposes various strategies aimed at structural transformation to improve the employability of the active population.

To support the Algerian Government and scale up UNDP’s Inclusive Prosperity offer, in line with the upcoming 2023-2027 Country Programme Document, the UNV will contribute to the elaboration and implementation of new projects in the field of economic diversification (especially in the field of green and circular economy), the creation of sustainable employment, the improvement of financial inclusion, and the promotion of Social and Solidarity Economy (SSE).

The UN Volunteer's focus will primarily be on supporting the implementation of the SSE programme. SSE seeks to reconcile social utility, solidarity, economic performance and democratic governance, with the ambition of achieving greater social cohesion. The most common SSE structures include cooperatives, mutuals, associations and social enterprises.

Under the direct supervision of the Deputy Resident Representative or delegated incumbent serving as the team leader of Inclusive Prosperity Team, the UN Volunteer will undertake the following tasks:

  1. Support the Inclusive Prosperity pillar by contributing to the formulation of new initiatives, focusing on: the preparation of concept notes; organization of project formulation and appraisal processes including coordinating with UN agencies, government implementing partners, donors, civil society, etc.; ensuring process compliance of project design; in line with POPP procedures, managing the process of final appraisal and approval of projects under this portfolio;

  2. Support project implementation through monitoring and quality assurance of assigned projects: Contribute to office planning exercises as the annual work and procurement plans; Supporting and/or leading the implementation of assigned projects and activities under the portfolio’s scope; Developing Terms of Reference for consultants, project staff and other engagements needed within the Portfolio; the measurement of project performance using appropriate RBM tools; Contributing to reporting requirements (e.g. donor reports, UNDP ROAR, ad hoc;

  3. Participate to knowledge building and support communication, through: Identification and synthesis of best practices and lessons learned directly linked to the CPD; Ensuring that les-sons learned from projects pertaining to the portfolio are captured and recorded into the CO knowledge networks and participating in relevant communities of practice; Supporting the capturing of results and impact of programme interventions; in collaboration with communication colleagues, communicating the work of the portfolio through the UNDP website, social media and blogs

Strong interpersonal and written and oral communication skills.

Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded.
