You have:
- Ph.D. or Master’s degree or equivalent professional experience in a relevant field: inclusive or special education, social sciences, international policy, development etc.
- A minimum of 7 years of experience working in Inclusive Education (IE) in emergencies or related fields.
- Strong theoretical and practical background in the field of education in humanitarian contexts.
- Strong technical knowledge and field experience in IE &/or special education, particularly in developing, crises or emergency contexts.
- Strong knowledge of the different models of disability.
- Experience utilizing INEE Minimum Standards is preferred.
- Strong knowledge of intersectionality.
- Demonstrated experience in conducting similar projects in education (at least 2 similar projects).
- Demonstrated experience in Qualitative and Quantitative Analysis.
- Consulting experience for international development and/or humanitarian organizations.
- Preference for candidates with proficiency in or access to multiple INEE working languages (Arabic, English, French, Portuguese, Spanish).
- Demonstrated ability to set priorities, working independently and collaboratively.
- Excellent communication skills, both verbal and written in English.

Introduction
The Inter-agency Network for Education in Emergencies (INEE) aims to create a package of IE resources that include a common set of Inclusive Education principles, taxonomy of existing intervention types, and a paper (drawing on both principles and taxonomy) to highlight current trends and data on Inclusive Education in Emergencies (IEiE) including best practices, challenges, and opportunities..
This consultancy requires skill sets both in Inclusive Education research as well as a proficient knowledge of the education in emergencies field. INEE is looking for an individual consultant or a consulting firm with both sets of skills and expertise.
Project Objectives and Scope of Work
INEE is a global network of over 19,000 individual members, affiliated with more than 4,000 organizations from 190 countries with representatives from UN agencies, International and National NGOs, donors, governments, universities, schools, and affected populations working together to ensure all persons the right to quality education in emergencies (EiE) and post-crisis recovery.
The INEE Inclusive Education Working Group (IEWG) supports the ambition of INEE by promoting principles, behaviors, and actions necessary for ensuring that all excluded and marginalized people (whether on the grounds of disability, ethnicity, gender, language, poverty, etc.) are included in education in emergencies. In late 2022, the IEWG supported a tool and evidence mapping which identified a lack of shared understanding of Inclusive Education, most notably in emergencies and crisis-affected countries.
To address this gap, the Inclusive Education Consultant will draft, through a participatory and iterative process the following products (both will be mapped against the INEE Minimum Standards for Education in Emergencies):
1. Common Inclusive Education principles with specific components for children and young people living with disabilities. The principles will provide a common starting point for EiE actors in designing and implementing EiE programs, policies, and other interventions, while also facilitating easier coordination and collective action among EiE stakeholders. 2. A taxonomy of most common Inclusive Education approaches and interventions. 3. A Report on the state of Inclusive Education in Emergencies. The report will build on the first two products as well as the draft IE Tool and Evidence Mapping and draft Gap Analysis (available through INEE). The report will consolidate an overview of Inclusive Education in emergencies (focused specifically on disability) by identifying existing knowledge and capacity, critical gaps that need to be addressed or how gaps are currently being addressed, and case studies of promising approaches and examples of good practices. Such a report would help practitioners make key decisions for their own work, including identifying and addressing gaps in their policies, programs, and processes.
The purpose of the produced resources is to clarify relevant terminologies and approaches relating to Inclusive Education, and children and youth living with disabilities in emergencies and crises affected contexts. The target audiences are education practitioners, advocates, academics, and policymakers working in education in emergencies and protracted crises.
Deliverables:
● Inception Report, inclusive of a detailed workplan and timeline for each deliverable incorporating:
o Review of INEE IE Tool and Evidence mapping
o Review of results collected from the INEE Member Survey on IE in Emergencies
o Review of gap analysis drafted based on the INEE IE Tool and Evidence mapping
o Literature Review from which the definitions and taxonomy will be identified
o Formulate IE principles and taxonomy grounded in the INEE MS with a focus on children and youth with disabilities.
o Outline of the report
o Draft of the report and review process for INEE Secretariat and IEWG members
● Literature Review:
o Review INEE’s IE Tool and Evidence mapping’s draft
o Review INEE’s IE collection and EiE sector’s overall work to date around IE (consultant can have access to the IE tool and evidence mapping developed by INEE)
● IE principles and taxonomy
o Compile and synthesize a taxonomy of key terms and definitions around Inclusive Education and disability
o Formulate guiding Inclusive Education principals
● Report on Inclusive Education
o Initial draft of the report on IE in emergencies shared with the INEE Secretariat and INEE IEWG members for their feedback and review
o Final Draft of the report that incorporates feedback from INEE Secretariat, INEE Network Spaces members, and copy-editors
● Present findings of the report to INEE members:
o Share the findings of the report on IEiE with the wider INEE membership through a webinar organized by INEE

Payment Rate and Schedule:
● Application must include a proposed daily rate in USD.
