Context and Purpose of the Consultancy:

UNICEF has supported the Immunization Programme in Kyrgyzstan in forecasting and costing vaccine procurement needs, including developing budget projections to ensure appropriate funding allocation for traditional and Gavi-supported vaccines procurement. The current consultancy is initiated to further expand the vaccine budgeting support, including mapping the budgeting process to identify and/or address bottlenecks, development of long-term budget projections, development/revision of tools, capacity building, and advocacy efforts.

How can you make a difference?

Key Tasks:

Under the joint supervision of the UNICEF Kyrgyzstan Country Office Child Survival and Development section and Finance Specialist, Procurement Services Center, UNICEF Supply Division (SD), the consultant will support Republican Centre for Immunization in the Ministry of Health and Social Development in the area of Immunization Supply Financing. The consultant’s duties and responsibilities will include as follows:

  1. To map the Vaccine Procurement Budgeting Process (including mapping all relevant stakeholders) to identify challenges in forecasting, quantification and costing of procurement needs (budget development stage) as well as the cash flow timing issues (budget execution stage), and propose a roadmap outlining short, medium and long-term recommendations to address them;
  2. To review the currently utilized vaccine procurement budgeting tools/templates, Standard Operating Procedures and methodologies and revise them if necessary; in case of the absence of appropriate standardized budgeting template (including a user manual) and Standard Operating Procedures (SOP) tailored to country needs, the consultant will draft them in close consultation with the Government counterparts, as well as provide a capacity building to Government in vaccine procurement quantification, forecasting and budgeting (including the budgeting tool usage);
  3. To support the development/revision of a yearly and multi-year (2022-2026) EPI vaccine procurement budget (excluding COVID-19-related vaccine);
  4. To develop key messages to support advocacy efforts for ensuring sufficient Government budget to fund vaccine procurement needs (tailored to the Ministry of Health and Social Development [MoHSD] and Ministry of Finance [MoF] needs).

The consultant is expected to work closely with the national consultant to build on the work already conducted in vaccine procurement forecasting, costing and budgeting to ensure the alignment of interventions.

Deliverables:

  1. A workplan and draft consultancy report layout (5%-time allocation)

In close collaboration with UNICEF Country Office and UNICEF SD, the consultant will develop a consultancy workplan articulating linkages with the work already done and planned for the national consultancy and a draft consultancy report layout.

  1. Mapping the Vaccine Procurement Budgeting Process (including mapping all relevant stakeholders) to identify challenges in forecasting, quantification and costing of procurement needs (budget development stage) as well as the cash flow timing issues (budget execution stage), and propose a roadmap outlining short, medium and long-term recommendations to address them (30%-time allocation)

In close collaboration with UNICEF Country Office, the MoHSD, the MoF and UNICEF SD, the consultant will support the development/revision of a yearly and multi-year (2022-2026) vaccine procurement budget.

  1. Developing key messages to support advocacy efforts for ensuring enough Government budget to fund vaccine procurement needs (tailored to the MoHSD and MoF needs) (15%-time allocation)

In close collaboration with UNICEF Country Office, the MoHSD, the MoF and UNICEF SD, the consultant will develop key messages to support advocacy efforts for ensuring sufficient Government budget to fund vaccine procurement needs (tailored to the MoHSD and MoF needs).

  1. Final reporting (10%-time allocation)

The consultant will prepare the final consultancy report.

To qualify as an advocate for every child you will have…

Master’s degree in business, Development or Public Finance, (Health) Economics / or another relevant discipline for health/supply financing. A first University degree with additional two years of relevant work experience can also be considered.

Professional Experience:

  • Minimum seven years professional, relevant work experience (or nine years in case of first University degree) in public finance, health budgeting, fiscal space analysis, health/immunization financing, setting up financial solutions for health (including trust funds etc.).
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset. Working knowledge of Russian is desirable.

Evaluation Criteria

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
