In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education*, and* Child protection.

How can you make a difference?

To make a difference, the Implementing Partnership Management Officer will perform:

Support to Implementing Partnership Management

  • Manage communication between UNICEF and Implementing Partners on implementing partnerships related issues. Assist in the administrative process of government requests to support micro-assessments and capacity building of implementing partners.

Support the implementation of the micro-assessment plan for the Country Office

  • Participate in and assist with the preparation and regular updating of the CO micro-assessment plan.
  • Organize and prepare supporting documentation for micro-assessments and share this with the Supply Unit for contracting and outsourcing.
  • Support to the micro-assessment planning process (draft scheduling letters to IPs, contact IPs, arrange meetings with IPs).
  • Support to the implementation of micro-assessments (draft facilitation letters, organize meetings with IPs, results managers and audit firms).
  • Organize and prepare supporting documentation for micro-assessments, share these documents with outsourced audit firms and ensure uploading in eTools.
  • Prepare exchange of letters for disseminating the final reports of micro-assessment reports to IPs and take appropriate follow-up action to ensure the reports are received by IPs.

Support in the Vendor Master Data Management (MDM) for Implementing Partners

  • Act as a Vendor Master focal person for the Country Office, responsible for assisting with recording and updating of risk ratings of implementing partners in VISION through GSSC.
  • Provide regular reviews of the Vendor Master and provision of information to relevant colleagues in the CO.

Support in the updates of the Partnership Module in eTools

  • Provide support in updating the implementing partnership information in the eTools Partnership Module (creates micro-assessments engagement in eTools, upload required partnership documents).
  • Follow up with the Sections and Field Offices to update missing partnership information in eTools.
  • Support capacity building of Programme Assistants in the use of the eTools Partnership Module.

Capacity development of staff and Implementing Partners on IPM

  • Participate in conducting capacity building of YCO staff and implementing partners, particularly for IPs requiring training in Arabic language.

Back-up support to the Partnership Review Committee (PRC) Secretariat

  • Provide back-up support to the Partnership Review Committee Secretariat.
  • Review Programme Document submissions for completeness and accuracy of the documents and share the documents with the PRC members for their review before the meetings.

To qualify as an advocate for every child you will have…

Education: A University Degree in Business Administration, Financial Management, Economics, Auditing, or other related areas.

Experience: At least one year of professional experience in financial planning and management and related areas at the international level and/or in a developing country.

Language: Fluency in English and Arabic is required

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
