UNICEF works in partnership with a wide range of implementing partners, both government and CSO partners, to deliver results for children across the globe. Effective implementing partnership management is therefore essential for ensuring that resources are utilized as intended and results are being achieved.

UNICEF has adopted the Harmonized Approach to Cash Transfers (HACT) as an approach for obtaining assurance that results have been achieved in line with resource utilization. It aims at managing risk related to cash transfers made to implementing partners in support of programme implementation, reducing partner transaction costs and allowing progressive use of national systems for management and accountability of results and resources. The CSO Procedure describes the process through which UNICEF works together with Civil Society Organizations (CSOs) to achieve results for children.

UNICEF has established a programme management platform (eTools). eTools is an online platform that strengthens UNICEF country programme management for results. eTools simplifies office processes related to implementing partnership and programme monitoring to help UNICEF staff focus on achieving results in all programme contexts.

The Implementing Partnership Management Officer (HACT Databases) reports to the Programme Specialist HACT and the post is in the Country Office, Sana’a with regular visits to the Field Offices; Ibb/Taiz, Hodeida, Sa’ada, and Aden.

Purpose of the Job

The Implementing Partnership Management Officer – HACT Database is responsible for providing technical support and quality assurance to ensure effective and efficient the management of implementing partnerships in the Yemen Country Office (YCO) in line with respective operational policies and procedures and mainstreaming of risk-based implementing partnership management at the CO level. The officer ensures proactive implementation of efficient risk-based oversight of cash transferred to partners and ensures adequate capacities of UNICEF staff and partners for effective use of HACT in support of programme implementation.

Main duties and Responsibilities

UNICEF Yemen is a large country office disbursing about $800,000 a year in projects. About 80% of disbursements to partners are to government partners. E-Tools does not yet have capacity to support processes for recording different aspects of partnerships with government. The main responsibility in this stretch will be to support YCO put in place mechanisms to support such processes. In particular, the successful candidate will;

  1. Support programme sections and Field Offices in establishing a one stop shop/database for all government projects.
  2. Support in establishing a central repository for government monitoring reports to support analysis
  3. Support in establishing a mechanism for tracking government and CSO partner timelines for submitting monitoring reports
  4. Support in establishing a system (excel based or other) to enable assessment of assurance activities by donor partner and by grant.
  5. Establish an online Analytical Report for Assurance Activities
  6. Establish an electronic mechanism for reporting on “open” (not closed) assurance activities (PMVs, Spot Checks, Audits, Micro Assessments)
  7. Establish a monthly PowerPoint slide to be shared with senior management outlining assurance activities carried out by risk level of implementing partners, including government partners
  8. Establish an online system to facilitate online review of PDs by cross sectoral teams
  9. Train and support Programme Specialists/Officers to internalize and use the above platforms
  10. Support PRC Secretary
  11. Carry out other HACT related tasks as assigned by the HACT Specialist.

Specific deliverables:

  • System for capturing government projects established. This will lead to YCO having all government projects in one repository accessible by all staff
  • System for capturing government monitoring reports established. This will facilitate analysis of results achieved by government partners
  • System for assessing assurance activities by donor established. This will facilitate analysis of assurance findings by specific donor
  • Process for ensuring PDs have grants/FC pre-approval is established. This will facilitate analysis of results by grant and donor.

To qualify as an advocate for every child you will have…

a) Education

A University Degree in Computer Science, ICT, Databases, Programme/Project, mathematics, or statistics. Candidates with a Master’s in Business, Economics, Finance, Management, Auditing will have an added advantage.

b) Work Experience

  • A minimum of 3 years of relevant experience in programme/project development and management or finance at the national level is required.
  • Candidates should have prior experience working in IT or as an Information Management Officer (IMO)
  • Experience with HACT processes

c) Language Proficiency

Fluency in English is required, fluency in Arabic is an asset.
