You have:
- A Master's degree or equivalent in international law, law of the sea, sustainable development, environment/ocean-based science, fisheries management, or a related field.
- A first-level university degree with additional relevant work experience may be accepted in lieu of the advanced university degree.
- A minimum of ten years of progressively responsible experience in international law, law of the sea, sustainable development, or a related field specializing in international fisheries law is required.
- Evidence of recent relevant research and publications is desirable.
- Previous work experience with United Nations or an international organization is desirable.
- Experience working with regional fisheries management organizations or arrangements is highly desirable.
- Fluency in English with excellent drafting skills is required.
- Knowledge of another UN official language is an asset.
Result of Service The finalization of an effective implementation guide for the United Nations Fish Stocks Agreement to serve as a resource for States Parties.

Duties and Responsibilities Under the overall supervision of the Director of the Division, the work of the Consultant shall be overseen by the Senior Legal Officer in charge of Capacity-Building and Trust Funds (the Head) and managed directly by the Officer serving as Focal Point for the project within the Division, to whom the Consultant shall report.
The consultant will develop an Implementation Guide for the United Nations Fish Stocks Agreement. The guide will seek to promote the full and effective implementation of UNFSA by furthering the understanding and awareness of its provisions, as well as the recommendations from the Review Conference. It will also serve as an important resource for States considering becoming parties to UNFSA. The Guide will describe and elaborate on the provisions of the Agreement, in particular by drawing on its legislative history, relevant guidance (such as the recommendations of the Review Conference, the outcomes of the Informal Consultations of States Parties, FAO and Regional Fisheries Management Organization (RFMO) instruments) and relevant examples of State practice at the regional level through RFMOs or at the national level. In close coordination with the the Officer serving as Focal Point for the project within the Division and the Programme Coordinator, the Consultant is responsible for the effective and efficient performance of the following duties:
1. Hold consultations with relevant stakeholders regarding the content of the Guide 2. Invite and incorporate substantive contributions from relevant stakeholders 3. Prepare a draft of the Implementation Guide 4. Organize a peer-review process for the draft Guide 5. Finalize the Guide taking into account all relevant comments
The completed Guide should follow United Nations editorial style and guidelines. It is expected that the Guide would be approximately 75 to 100 pages (not including annexes) and include: - An executive summary; - Table of Contents; - Main body; - Conclusions; - Full citations and references.
A separate repository of relevant documents collected and analyzed should be maintained as a database to be uploaded onto the website of UNFSA as supplementary information.
Timeline: A first draft should be delivered within 3 months of commencement of the consultancy. The final draft should be delivered within 5 months of the commencement of the consultancy, including all annexes.
Qualifications/special skills Advanced university degree (Master’s degree or equivalent) in international law, law of the sea, sustainable development, environment/ocean-based science, fisheries management, marine economy-related development or a related field. A first-level university degree in combination with additional relevant work experience may be accepted in lieu of the advanced university degree. A minimum of ten years of progressively responsible experience in international law, law of the sea, sustainable development, or a related field with an emphasis on international fisheries law is required. Evidence of recent relevant research and publications is desirable. Previous work experience with United Nations or an international organization is desirable. Experience working with regional fisheries management organizations or arrangements is highly desirable.
Languages For this position, Fluency in English with excellent drafting skills required. Knowledge of another UN official language is an asset.
