The Position:

Several reviews on the impact of climate change on SRHR, GBV, and harmful practices have been carried out at global and regional levels both by UNFPA as well as by other UN agencies, research bodies,and other entities.

The consultant will compile a list of all relevant documents on climate change, including a) climate change in the Sahel – trends and forecasting; b) climate change in Mali – mainimpacts; c) climate change impacts on SRH, GBV, and harmful practices – at global, regional and country levels. Once compiled, the consultant will review these documents and have a few targeted interviews with partners and project beneficiaries at regional and countrylevels to gather information to preparethe research report.

The main deliverables are:

  1. Inception report outliningthe methodological approachto deliver the listed deliverables
  2. Compiled list ofkey publications / documents to review for this researchreport
  3. Interview guide (qualitative) and proposed interviewees for a small sample of interviews
  4. Final Operational Research Report
  5. Master PPT presentation of the main findings and recommendations of the operational research report
  6. List of stakeholders and potentials donors for a national program on the impact of climate change on GBV, HP, SRH.

Under the overallguidance of the Representative, the consultant will be directlysupervised by the Chiefs of the SRH and Gender/Youth Units under the overall supervision of the Deputy Representative

Job Purpose:

UNFPA Mali country office is looking for a consultant to conduct operational research on the impacts of climate change on GBV, harmful practices, and SRH in Mali and how climate change exacerbates the deep vulnerabilities of women, girls, and marginalized groups who are already suffering from a decades-long humanitarian crisis. The operational research is expected to provide recommendations on actions and initiatives that UNFPA and partners should take to put in place climate change adaptation and mitigation measures to reduce the negative effects on SRH, GBV, and harmful practices.

You would be responsible for:

More specifically, the research aims:

  1. To identify significant gaps in national adaptation response and financing in critical sectors, such as health systems, social and protection systems, and disaster risk reductionplans.
  2. To identify important gaps in integrating SRHR and GBV issues in national climate policies and programs.
  3. To highlight gaps as well as opportunities and promising practices for greater and more meaningful integration of aspects of access to SRHR and prevention and response to GBV and harmful practices in national and UN programmes and policies on climate changein Mali
  4. To provide recommendations on actions and initiatives that UNFPA can take with: national government partners, b) other UN agencies, c) civil society, d) the private sector to address the harmful effects of climate change on SRH, GBV and harmful practices in Mali.
  5. To identify stakeholders implementing programs on climate change and potential donors for a national program to prevent and respond to the impact of climate change on GBV, PN and SRH.

Qualifications and Experience:

Education: Masters degree in Social Sciencesor other relevant degree.

Knowledge and Experience:

  • At least 7 years of work experience with a focus on operational research related to climate change,SRH and gender;
  • Prior experience in the Sahel is an added advantage
  • Prior experience with the UN is an added advantage

Languages:

Strong writing, presentation and communication skills in French and English required;
