Organizational Setting

For more than four decades, the Food and Agriculture Organization (FAO) has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines

The Impact Measurement Methodology Expert reports to the Assistant FAO Representative (Programme) and RAP Senior Resilience Officer.

Technical Focus

The FAO Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO’s efforts to achieve food security for all in the Asia-Pacific region. FAO’s three main goals are: the eradication of hunger, food insecurity and malnutrition; the elimination of poverty and the driving forward of economic and social progress for all; and, the sustainable management and utilization of natural resources, including land, water, air, climate and genetic resources for the benefit of present and future generations. Under the FAO-RAP regional priority on “Accelerating sustainable natural resources management for biodiversity conservation and climate action”, FAO aims to support Members to protect, restore and promote sustainable use of terrestrial and aquatic ecosystems and combat climate change in realizing more efficient, resilient and sustainable agri-food systems. With this priority FAO RAP is working to strengthen its growing Global Environmental Facility (GEF) and Green Climate Fund (GCF) portfolio. An important part of that is to develop methodologies and tools and FAO country offices’ capacity to measure the impacts of FAO climate change adaptation and mitigation and resilience building interventions, to be applied coherently across GEF, GCF and other projects. At the same time, RAP is developing a Knowledge Management System (KMS) to monitor and report on how collectively the projects are contributing to outcomes set out by these Funds, the FAO Strategic Framework Programme Priority Areas and ultimately the Sustainable Development Goals (SDGs) in the countries and at regional level.

Tasks and responsibilities

The incumbent will undertake the following tasks and duties:

• Review the FAO Strategic Framework 2021-2030, Country Programme Framework, GCF Results Framework • Review the APA project logframe, Environment and Social Management (ESM) Framework and Gender Action Plan • Review FAO related tools such as the Resilience Index Measurement Analysis (RIMA), Tools for Agro-Ecological Performance Evaluation (TAPE), Nature-based Solutions, etc. • Coordinate with government agencies on required information including but not limited to, the selection of the target municipalities and direct and in-direct beneficiaries • Support to the process of selecting target municipalities • Work with FAO headquarters and RAP technical experts in developing analytical plans to measure the project results and impacts • Advise and support the preparation of the ESM plans (ESMP) for sub-projects and their disclosures • Support and facilitate other requirements for quality delivery of the project. • Carry out any other relevant duties within his/her technical competence as may be requested by FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in agriculture and natural resources management, or other closely related fields • At least 10 years of professional experience in implementation, Monitoring and Evaluation of development projects. • Excellent written and oral communication skills in English • National of the Philippines or a legal resident in the country

• Experience working with preparing reports and presenting information visually • Good organizational and planning skills and ability to adhere to strict deadlines • Demonstrated writing, coordination and communication skills. • In line with FAO policy, commitment to placing accountability to people affected by disaster framework at the core of FAO’s emergency policy and practice, from preparedness up to the onset of an emergency in all phases of the programme cycle • Proven experience with climate change as an issue and in climate change adaptation in the agriculture sector
