UNICEF is a leading agency of the COVID-19 Vaccine Delivery Partnership (CoVDP), which was formed in January 2022. Within CoVDP, UNICEF is responsible for assisting countries with planning and budgeting for COVID-19 vaccine delivery as well as leading efforts to coordinate donor and development partner support for vaccine delivery activities, including initiatives to improve the harmonization of external resources for country delivery activities. Whilst significant amounts of external funding have been made available to countries to support their COVID-19 vaccination activities, anecdotal evidence suggests that there have been challenges affecting access to and utilization to these funds. Fragmentation of funding presents coordination challenges for governments; improving understanding of these issues is crucial, not only for the successful implementation of COVID-19 vaccine delivery, but also for better preparedness for future pandemics.

During 2023 and 2024, emphasis will be placed on guiding countries on how COVID-19 vaccine can optimally be delivered together with other primary health care services. UNICEF will implement activities as part of Canada’s Global Initiative for Vaccine Equity (CanGIVE). Through CanGIVE, UNICEF aims to increase equitable access to and uptake of COVID-19 vaccines while concurrently contributing to health systems strengthening in 11 countries: Bangladesh, Colombia, Côte d’Ivoire, the Democratic Republic of Congo, Ghana, Haiti, Jamaica, Mozambique, Nigeria, Senegal, and Tanzania. An important component of the CanGIVE project is to undertake implementation research to document impact, experiences and lessons learned as well as developing recommendations for reaching vulnerable groups with COVID-19 vaccine.

The purpose of the job is three-fold: (i) To provide technical assistance on health economic and health systems studies undertaken in a selection of countries benefiting from the CanGIVE grant, (ii) to lead a project assessing factors affecting country prioritization of utilizing external financing for COVID-19 vaccine delivery, (iii) to expand current work on innovative approaches to domestic financing for immunization.

How can you make a difference?

Under the guidance of the Senior Health Advisor, the incumbent will be responsible for the following tasks:

Technical assistance to a selection of countries undertaking health economic studies as part of CanGIVE project

The incumbent should provide technical assistance and quality assurance to health economic and/or health systems studies undertaken alongside CanGIVE project activities. This could be a delivery costing study or assessment of financial bottlenecks for service delivery. Specific tasks include development of clear study objectives, contribution to drafting of study protocols, identification of implementation partners in selected countries, and monitoring and co-ordination of activities.

Assessment and documentation of factors affecting country prioritization of external COVID-19 vaccine delivery financing

Building upon UNICEF’s existing work on costing and financing for COVID-19 vaccine delivery, the incumbent should coordinate across relevant agencies and stakeholders to design and implement methodologies to evaluate the utilization of external funding for COVID-19 vaccine delivery in a selection of low-and-middle-income countries. The factors that affect government’s access, perceptions of access and prioritization of external funding should be documented in at least four countries, where the incumbent will be expected to lead the implementation of research activities in coordination with relevant stakeholders at country, regional and global levels.

Innovative approaches to domestic financing for immunization

UNICEF works in partnership with governments, technical institutions, and development partners to strengthen domestic financing for immunization services. This includes application of innovative approaches, such as problem-driven iterative adaptation to identify and address barriers to sustainable resourcing and timely and effective funding flows. It also entails reforms to funding flow and procurement mechanisms with the aim of maximizing efficiency and effectiveness for vaccines and essential medical supplies. The incumbent will provide technical support to country level activities and document cross-country themes and lessons learned.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in economics, health economics, public health is required.
  • A minimum of 8 (eight) years of progressively responsible professional experience at international levels in health financing is required.
  • Prior Experience/skills to understand the challenges related to costs and financing of immunization is desired.
  • Knowledge and experience of government planning, budgeting, and reporting processing for immunization is an asset
  • Competent in stakeholder engagement, coordination, and consensus-building
  • Capacity development and strong analytical skill are desired.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.
