By end of January 2022, some 84,759 COVID 19 case have been confirmed and 1278 deaths, throughout four waves of COVID 19 since the first case in March 2020. Meanwhile, despite a NDVP in place and vaccines available since April 2021, DR Congo remains among the countries where vaccination against COVID has not taken off, facing major and complex challenges, reaching less than 1 per cent COVID 19 vaccination coverage nationwide. When 6,2 million doses vaccines have been made available in country, only 300,000 vaccines have yet been used, letting some 5,9 million doses yet available.

UNICEF is the lead procurement agency for COVAX facility and has, in close collaboration with WHO, and in close collaboration with multiple partners (the World Bank, CDC, USAID, ECHO, DFID) provided technical support to the MoPH to elaborate on the NDVP, in which UNICEF committed to contribute to (i) being the procurement agency for the COVAX facility vaccine (ii) technically supporting the procurement of vaccination commodities as well as PPE for the vaccination teams, (ii) supply chain system strengthening, including cold chain and ultra-cold chain support (iii) supporting the risk communication and community engagement through communication strategy (iv) all these in an integrated approach to strengthen the immunization system (EPI) in DR Congo

How can you make a difference?

  • Meeting with key stakeholders, attending all coordination and taskforce meetings on COVID 19 vaccination, representing UNICEF and providing needed technical inputs, providing detailed minutes of meeting to the Health section and to internal taskforce.
  • Meeting with relevant stakeholders, plan (including budget needed) and prepare training technical material (ToT and/or direct training); preparing needed training logistics at national level and ensuring all entities agreed upon with key stakeholders are trained (MoPH, health staff and others – such as implementing partners).
  • Preparing fundraising concept notes/ proposals on COVID 19 vaccination and response as required.
  • Be main focal point for public private partnership for the health section, following on private donation, maintaining continuity in dialog with private sector, strengthening the transparency in the monitoring of new projects, and engaging in innovative approaches to contribute to continuity of services for the most vulnerable mother and children
  • Compiling monthly summary of key highlights on COVID 19 vaccination conducted in DR Congo by stakeholder, to feed into all relevant donor reports, sitreps and other reporting.
  • Documenting UNICEF best practices and lessons learnt, challenges in planning, implementation and monitoring of UNICEF related activities and interventions.

To qualify as an advocate for every child you will have…

  • Advanced degree in a relevant field (e.g., business planning, supply chain management, economics, international development studies, medicine, procurement, logistics, or other quantitative degree). *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • At least (8) years of experience in epidemiology, public health, including health planning, immunization and health systems management including at least three (3) years in immunization, with experience in low- and middle-income countries, preferably in the areas of:

    • Immunization programme, previous experience in working with Gavi

    • Primary health care, Global health, Health emergency

    • Effective vaccine management and Supply chain bottleneck and root cause analysis

    • Proven supporting documents of analytical reports and health planning in the field of immunization, epidemiology, public health and health systems strengthening

    • Experience interfacing with partners, national ministries of health an advantage

    • Previous knowledge/ experience working with UNICEF, WHO, WB, is an asset.

  • Fluency in written and spoken in French and in English is required. Knowledge of local languages is an added value.

    • Proficiency in MS Excel, PowerPoint, Word

    • Familiarity with ODK, U-Report, RapidPro and field data collection is an asset.
