UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative center of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the direct supervision of the Health Specialist based in Mindanao and with technical assistance and guidance of the Health Section in Manila, the post shall push the expansion of immunization services coverage and increase vaccine coverage in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The post will provide professional, and technical contributions to the planning, implementation, monitoring and management of Immunization activities.

The incumbent will have the following Responsibilities:

  • Provide sound professional technical assistance and advice on routine and special (e.g. catch up, outbreak response and COVID-19 vaccinations) immunization activities to the BARMM Ministry of Health and its associated 5 provincial health offices to achieve results and targets as described in the joint Government-UNICEF country programme plans, output plans and joint workplans with BARMM
  • Apply core strategies to ensure results including advocacy, capacity development, behavior change communications (in cooperation with the C4D Officer), strategic partnerships, services delivery, use of data and innovation/technology as well as networking and team participation/collaboration
  • Monitor implementation of the immunization component results and targets (RAM and non-RAM indicators), working closely with the Monitoring Officer for field-level data collection from specific level 3 methods, other surveys, and assessments as well as from routine reporting systems.
  • Periodically update the analysis of bottlenecks and barriers to achieving high immunization coverage in the region as well as progress in implementation of the Effective Vaccine Management Plan and propose solutions to UNICEF and BARMM.
  • Organize quarterly reviews of progress in implementation with government and CSO partners, updating immunization components of RWPs on an annual basis in cooperation with BARMM Ministry of Health.
  • Oversee utilization of specific immunization grants to ensure full utilization before expiry, no over age DCT liquidations etc. according to standard office indicators for programme management
  • Ensure strong partnership management including implementation of HACT assurance (programmatic and financial), PSEA and other.
  • Provide sound analysis and data for reporting to UNICEF and donors including age and gender disaggregated data, drafting donor reports and proposals and programme documents as required.
  • Facilitate effective partnerships and collaboration for advocacy, technical cooperation, programme coordination, information sharing and knowledge networking.

To qualify as an advocate for every child you will have…

  • University degree in one of the disciplines relevant to; Medicine, Public Health, or a field relevant to child immunization. Post graduate degree on any of the related fields is an advantage.
  • A minimum of two (2) years of professional experience in immunization programme management and Immunization field work experience. Higher years of experience is an advantage.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset. Relevant experience in a UN system agency or organization is considered as an asset.
  • Experience working in an international Non-Government Organization and field work experience in BARMM is preferred.
  • Fluency in English, both oral and written, is required. Knowledge local language of the duty station is considered as an asset.
