In Papua New Guinea (PNG), UNICEF’s works effectively both ‘upstream’ (with governments) and ‘downstream’ (at the grassroots level) to carry out its mission through a programme of cooperation jointly developed with the government guides our work in the country.

How can you make a difference?

UNICEF Papua New Guinea has been assisting the Government of Papua New Guinea for the strengthening of routine immunization through implementation of CCEOP (Cold Chain Equipment Optimization Platform) support, strengthening of HSS2, implementing ACSM (Advocacy Communication & Social Mobilization) for immunization, re-designing immunization supply chain, EVM (Effective Vaccine Management), Polio Immunization Campaign, MNT campaign. Moreover, since the beginning of the COVID-19 outbreak, UNICEF has been providing technical assistance and logistics required for Health, Child Protection (CP), Water Sanitation & Hygiene (WASH), and education sectors in PNG. UNICEF is closely working with NDOH, NCC and PHAs and other partners to improve the capacity of front line Health Workers (HW) and the Health Facilities (HF) to scale up Infection Prevention & Control (IPC), Clinical case management, surveillance and contact tracing, Risk Communication & Community Engagement (RCCE) to better manage and respond the outbreak.

The consultant will provide technical support to National Department of Health (NDOH), Provincial Health Authorities (PHA) and other implementing partners (CSO, Churches and NGOs) in the development, planning, operation, implementation, monitoring and evaluation of Immunization strategies, coverage & equity.

The Immunization consultant will work closely with the NDOH, National Control Centre, PHA, CSOs, NGOs, Church health services, and the health cluster partners to channel UNICEF support to deliver the following critical immunization and MCH programme responses in PNG:

  • Support UNICEF to design and development of short term and medium-term strategies for immunization, integrated Immunization and Maternal & Child Health (MCH) outreach service delivery and effective vaccine management strengthening during COVID-19 outbreak response in PNG
  • Collaborate with partners to provide operational and technical support to the development and implementation of front-line health workers training for immunization during COVID-19 response in priority provinces
  • Technical assistance to the NDOH, PHA, Immunization Support Provider (ISP), Civil Society Organization (CSO), NGO to Planning, implementation and monitoring of outreach immunization & MCH activities in priority provinces
  • Technical support to NDOH and PHAs to implement the EVM implementation plan
  • Technical assistance to NDOH to develop EVM assessment plan for 2021
  • technical assistance to lead the implementation of the EVM assessment, analysis of data, draft report and implementation plan
  • Assist the immunization team in UNICEF PNG to roll out the EVM SOPs and redesigning the vaccine supply chain
  • Assist NDOH and PHA in planning, implementation, monitoring of CCL&VM and provide day to day coordination and operation support during polio, MNT campaign
  • Guide and advise the CSOs and partners in implementing the health system strengthening activities for COVID-19 response throughout the country
  • Monitoring & evaluation of UNICEF supported capacity building, logistic supplies, medical supplies, surveillance improvement, and risk communication activities in priority provinces
  • Immunization and MCH data analysis and reporting and visualization on the progress of the UNICEF supported immunization, MCH and COVID-19 response activities

The consultant must also be ready to take on additional tasks as may be required by the Health and Nutrition Section.

To qualify as an advocate for every child you will have…

  • Advanced University degree in Medicine, Health Science, Public Health, Community Health or related fields (preferably with specialized training in epidemiology, disease control, immunization, health education, and/or healthcare system management)
  • At least eight years of professional work experience at the international levels in strategic planning, programming, implementation monitoring and evaluation of routine immunization, supplementary immunization, maternal & child health intervention, emergency health programmes, immunization supply chain
  • Professional work experience in a managerial position, or a technical expert position in health programme management/ implementation including maternal & child health intervention
  • demonstrated ability to work with the Government, Non-Government Organizations for health programme implementation
  • work experience with UN and/or international agencies in relevant areas including emergency settings
  • Training and proven experience on humanitarian interventions in health service delivery
  • work experience with routine immunization and supplementary immunization programme management
  • Fluency in spoken and written English

Applicants are required to include in their applications a financial proposal which includes a lumpsum amount for consultancy fees, travel, local transportation and other miscellaneous costs. Breakdown or details of the fee is not required but will be much appreciated.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
