Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

As part of its efforts to advance women’s rights and gender equality in Lebanon, UN Women focuses on challenging toxic masculinities and negative gender attitudes; promoting women in positions of power and men’s role in sharing unpaid care; advocating for the reform of discriminatory laws especially family laws; and removing barriers for women’s economic empowerment and women’s involvement in non-traditional and leadership positions.

Objective:

To highlight the inequalities facing women in Lebanon, UN Women Lebanon is seeking a national consultant to design and implement a series of still illustrations and interactive multimedia features to raise awareness on the following areas of focus in Lebanon:

  • Attitudes towards gender equality and women’s rights (including role of men and women, masculinities, women in positions of power).
  • Personal status laws (including nationality law).
  • Women and work (including unequal pay, sexual harassment, unpaid care)

Working in close coordination with the UN Women Programme Coordinator and the communications team, s/he will be required to present and implement a creative brief, employing illustration and humor to raise awareness on the aforementioned areas — to be disseminated on UN Women Lebanon and regional UN Women social media and web channels, in English and Arabic.

Duties and Responsibilities

In close coordination with UN Women, the consultant is expected to prepare the following:

Part 1: Develop Illustrations on Gender Equality and Women’s Rights

Design a series of still illustrations that employ humor to showcase UN Women’s organizational and advocacy priorities in the following substantive areas to external audiences (minimum 1 illustration/ series of illustrations per focus area – each illustration can involve multiple illustrative slides/ pages, as required, and agreed upon during creative conception):

  • Attitudes towards gender equality and women’s rights (including role of men and women, masculinities, women in positions of power)
  • Personal status laws (including nationality law)
  • Women and work (including unequal pay, Sexual Harassment, unpaid care)
  • The illustrations must be optimized to be disseminated on various platforms, including web, social media (Facebook, Instagram, Twitter), as well as in high-resolution print format, to be disseminated as posters, for example.
  • Illustration files for social media should be provided in PNG format and optimized as follows, including the UN Women logo:

- Square format for Facebook and Instagram - Vertical format for Instagram Stories - Horizontal/ rectangular format for Twitter

  • The illustrations must be produced in both English and Arabic.
  • Exact format, content and sizing of the illustrations will be decided in agreement with UN Women.

Part 2: Develop the creative brief for, as well as design and implement a website using interactive multimedia to create an interactive user experience to make information, facts and numbers more accessible to a wider audience, building/ expanding on the subject areas and illustrations developed in Part 1 of the design brief.

  • Creative concepting and production of the interactive infographic — with a proposed style direction
  • All content developed must sit on UN Women’s servers – exact location to be confirmed (either on interactive.unwomen.org or under the UN Women Arab States or Lebanon Country Office website. Web versions must be responsive/ optimized for different screen sizes.
  • Finalize, test, and launch the website in English and Arabic, in cooperation with UN Women Lebanon and ICT counterparts.
  • The consultant is to develop a timeline for designing and executing both parts of the design brief.
  • Style direction should be uniform across Part 1 and 2 of the design brief, for the illustrations and infographic.
  • The consultant will ensure that the content of the illustrations and the interactive website are representative and strive to avoid political bias and sectarianism.
  • Vendor must ensure integration under UN Women's Drupal CMS, with guidance from UN Women ICT team, and complete this 5 days in advance of launch date.
  • The Vendor is responsible for following UN Women IT guidelines to ensure nothing data driven is created and that this is in front-end programming frameworks approved by UN Women IT. e.g. bootstrap, angular.js etc.
  • The vendor is also responsible for any security checks required by UN Women IT during this time.
  • Style directions should follow UN Women's brand guidelines.

4. Once content of the illustrations have been agreed upon with UN Women, vendor is to develop and present drafts for web, social media, and print/ posters.

  • To include 1 round of feedback from UN Women

5. Finalize and deliver final files for illustrations – for web, social media, as well as print/ posters.

6. Develop and present to UN Women proposed style and concept (wireframe) of the interactive infographic

  • To include 2 rounds of feedback from UN Women

7. Produce and present first draft of the interactive infographic following the concept agreed with the UN Women.

  • To include 2 rounds of feedback from UN Women
  • Testing and trouble-shooting phase to be included in timeline

8. Finalize and deliver production of the final website including the interactive infographic – in Arabic and English

Required Skills and Experience

Education:

  • Bachelor’s degree or equivalent in graphic design and web-development is required.

Experience:

  • Minimum 4 years of experience working in developing illustrations or animations.
  • Extensive knowledge of graphic design and web-development.
  • Experience in developing content related to human rights, women’s rights and gender equality in Lebanon.
  • Computer skills, internet communication and command of MS Office is required

Language Requirements:

  • Proficiency in oral and written English and Arabic is a must

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Minimum 4 years of experience in content/illustrations creation – 30 points
  • Criteria 2: Experience in working on illustrations and animations related to human rights, women’s rights and gender equality in Lebanon. – 30 points
  • Criteria 3: Proven record of implementation of similar projects. – 10 points

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
