Result of Service The services of the IC will ensure and the delivery of high-quality research outputs and memos on recent trends in IIAs, especially with regards to the interplay between IIAs and climate action and ISDS claims based on armed conflict and sanctions for the World Investment Report and other Section’s products which are concise, objective, accurate, stay on top of developments in international investment law and strengthen the impact of UNCTAD's policy tools on IIA reform; The services of the IC will ensure thedelivery of highquality technical assistance activities (reports and webinars), with an emphasis on the reform of old generation IIAs to combat climate change.

Duties and Responsibilities Under the supervision of the Head of Investment Policy Branch, the Individual Contractor will:

1. Prepare ready to use inputs for the World Investment Report's IIA parts (Chapter 3) with a special emphasis on the interplay between IIAs and taxation as well as investor-State disputes (ISDS) arising from armed conflict and sanctions.

2. Prepare legal and policy memos on international investment agreements (IIAs), with an emphasize on the interplay between IIAs and climate mitigation and adaptation and on ISDS claims arising from armed conflicts and sanctions using UNCTAD's Investment Policy Framework (2015), the Reform Package for the IIA Regime (2018) and the IIA Reform Accelerator (2020) as tools for the analysis. The memos will focus on actions to modernize old-generation agreements and the reform impact of new IIAs: - Analyse actions taken by countries in 2021 and 2022 to modernize their old-generation IIAs - Analyse the interplay between IIAs and climate objectives, including with regards to ISDS cases based on measures taken for the protection of the environment, - Analyse the reform impact of IIAs signed in 2021 and 2022, comparing them with policy options included in UNCTAD's new IIA Reform Accelerator and identifying new, emerging sustainable development-oriented features.

3. Prepare two legal memos and IIA Issues Notes (15-20 pages each) on 1. ISDS cases and armed conflict; and 2. IIA reform and climate action.

4. Collect and analyse information on new IIAs signed in 2021 and 2022 and IIA reform actions taken that are relevant for climate action (e. g. amendment, interpretation, replacement, termination) for use in UNCTAD's Investment Policy Monitors (IPMs), IIA Issues Notes as well as other IIA-related publications: - Review the texts of new IIAs with a focus on their sustainable development-oriented features and draft brief descriptions of their content for use in the relevant publications - Research and describe IIA reform actions and emerging developments in 2021 and 2022.

5. Prepare and organize 2-3 Webinars on IIAs; including on IIAs and climate action.

6. Assist in the conceptualization of balanced and factual policy recommendations for UNCTAD on: 1. ISDS claims based on armed conflict and prepare a memo (4-5 pages each) proposing some recommendations for countries facing ISDS claims in the context of armed conflict and/or the imposition of sanctions; and 2. IIAs and climate action to be used in the preparation of UNCTAD’s involvement in the UN Climate Change Conference 2022 - COP27.

Qualifications/special skills Academic Qualifications: As advanced university Master or academic equivalent in International Law or related field. PHD in International Law is desirable Experience: At least 5 years working experience in research activities in the area of international economic law. Language: Fluent written and spoken in English is required.
