The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies. With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

UNOPS has been active in Iraq since 2004, delivering close to 50 projects worth over USD 350 million. UNOPS has a very strong relationship with the key counterparts at both central and regional government levels in Iraq. UNOPS operates from its Operational Hub in Amman and supports its country office in Baghdad and its sub-office in Erbil.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Background Information – Job Specific

The Iraq Information Center (IIC) was launched in 2015 following an inter-agency assessment into the information and communication needs of displaced populations in Iraq. Responding to one of the most complex humanitarian crises in the world, the Humanitarian Country Team agreed to the establishment of an inter-agency accountability mechanism that allows affected populations to directly influence the evolution of humanitarian response in Iraq.

The IIC is implemented by UNOPS and is funded by a range of partners. Since its launch, the IIC has handled more than 400,000 calls, giving information to almost 2.5 million individuals. The IIC’s primary objective is to promote two-way communication between affected populations to:

  • Empower communities through the provision of accessible and timely information on how to access humanitarian services and resources required to improve their situation;

  • Help ensure efficient and effective coordination of humanitarian actors operating in Iraq by collecting and circulating information about the urgent needs and priorities of affected populations, as well as the information gaps between them and delivering actors;

  • Support an environment of transparency and accountability by establishing an easy-to-access and safe mechanism through which critical feedback and complaints can be submitted and referred to humanitarian actors to influence humanitarian programming and shape advocacy.

Functional Responsibilities

UNOPS is seeking a Statistics and Data Analysis Specialist to analyze all data and cases IIC receives and collects from callers and through other means. The incumbent will directly supervise a team that consists of national Information Management Associates and national Quality Assurance Assistants. The Statistics and Data Analysis Specialist will ensure general oversight of the Data Management & Quality Assurance Unit.

Functional Responsibilities

Under the overall guidance and supervision of the Project Manager, the Statistics and Data Analysis Specialist will Assist in Managing the day-to-day work of the Data Management & Quality Unit, including work planning, recruitment, performance management and the following tasks:

Data Management and Analysis

  • Ensure quality and integrity of the IIC data and information with continued added value by incorporating statistical and data analysis elements to support decision making with regards corrective actions, and enhancing the IIC and other partners’ performance especially in project planning, monitoring and implementation levels;
  • Compile, consolidate, validate and disseminate official information and statistics to the IIC partners and stakeholders, by thoroughly analyzing and visualize the IIC data and cases obtained and collected from the callers;
  • Participate in the development and/ or revision of methodological approaches and standards for quantitative surveys conducted by the IIC and/ or its partner organizations/ donors in support of monitoring, assessment, targeting, evaluation, operational plans and results reporting;
  • Lead in the design and implementation of relevant data analytical products/ tools and oversee their outcomes, including data quality assurance (profiling, cleansing…etc);
  • For all data collection or statistical analysis activities, lead in developing plans and techniques and monitor implementation to ensure statistics and analysis are of highest quality standard;
  • Support in developing data analysis strategy for the IIC and provide technical advice and recommendations to IIC management in designing a data analytics vision and strategy for the project;
  • support in developing new and improved statistical methods and quantitative techniques / models for analysis, projections and patterns on the calls received and maintain a holistic approach for actively effectively embedding data analytics in IIC digital products/ dashboard;
  • Work in synergy with relevant internal IIC units and external partners and stakeholders to strengthen IIC data management and analysis.
  • Contribute to the development, implementation and management of new SMART objectives and their indicators to be included in the IIC datasets;
  • Understand, document and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability. Support functional and technical needs analysis activities, including designing the dashboards, and bulletins. secondary data reviews and other product releases by the IIC.
  • supervising the development of ETLs (extract, transact and load) jobs from certain internal and external data sources and extracting needed data for reports and dashboards.

Reporting

  • Draft statistical analytical highlight reports and/or bulletins for the IIC and share them with the partners along with the monthly dashboard updates;
  • Analyze the project reports and support Data-driven decision-making and actions with regard to the strengthening of statistics and data reporting;
  • Produce and update information products including geographical reports and high-quality map-based reports to convey messages and a storyline;
  • Contribute to the development of advocacy materials including posters, presentations and other visual tools;
  • In coordination with the Communications Officer and other relevant staff, contribute to the production of high-quality project reports with analytical elements embedded.

Team Management

  • Supervise the data management & quality unit personnel including maintaining regular interactions and provision of feedback in relation to their performance.
  • Organize monthly team meetings, with minutes, actions, and necessary follow up.
  • Ensure performance management through conducting performance reviews on a regular and timely basis, including completion of PRAs/ PERs with learning needs and objectives developed in a consultative manner.

Knowledge Management and Sharing

  • Contribute to knowledge sharing among the project staff and partners by engaging in relevant networks, sharing lessons learned, and best practices;
  • Attend partners, clusters, and working group meetings as needed.
  • Conduct training and capacity development activities to improve technical and research skills of the IIC information management and quality assurance staff in the area of data science and/ or statistical analysis.
  • Strengthening data analytics skills of national staff under the Data Management & Quality Unit.

Monitoring and Progress Controls

  • Analysis of all data collected by call centre operators and other sources if any.
  • Produce new digital products according to the humanitarian needs
  • Release on a monthly basis IIC digital products with relevant information to partners
  • Ensure the IIC is a reliable source of information in the country
  • Provide capacity building as needed to his/ her team.
  • Analyse and reports on humanitarian needs and response situations in the country;
  • Engage with counterparts and liaise with humanitarian partners, and donors to ensure delivery of solid analysis

Education/Experience/Language requirements

Education

  • Master’s Degree, preferably in Statistics, Demography; Data science, GIS, Economics, Mathematics, or related disciplines is required.

  • A Bachelor degree in the above-mentioned areas will be accepted in lieu of a Master's Degree with an addition of two (2) years of relevant professional experience.

Certificates and/or Licenses

  • Any certification in data science, data monitoring and evaluation, and data visualization is an advantage.
  • A certification in project management is an advantage.

Work Experience - Minimum of five (5) years of experience in data collection, analysis, and presentation within the humanitarian/ development sector is required. - Within these 5 years, at least 3 years of experience using data analytics/ visualization tools such as Power Bi, R, Stata, SPSS, Python for data science, and Adobe products (Illustrator and InDesign) is required. - Strong data collecting techniques and strategies background is required. - Proven experience in data collection, cleansing, processing, compilation and statistical analysis. - Experience with data collection and analysis in developmental or humanitarian contexts. - Understanding and knowledge of the management of statistical databases, systems design, and the production of statistical data in all phases of the data lifecycle. Solid experience in project management methodologies specialising in agile approaches is desired. - Some practical web development experience is also an advantage. - Experience working in the Middle East is desired. - Knowledge of current political, economic, and social fabric of Iraq is desired. - Working knowledge of communicating with disaster-affected populations and protection response infrastructure is desired.

Languages

  • Fluency in English is required
  • Arabic language is desired.
