The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

How can you make a difference?

Under the general guidance of the Deputy Director, and in close collaboration with the Solution Centre's team leads and other staff, the ICT Specialist will provide technical guidance and provide subject matter expertise support to coordinate project activities in the Centre. This entails aligning, schedule planning, schedule-conflict resolution, resource mapping, provisioning and managing resource assignments. This role oversees the activities that support section projects of varying degrees of complexity, through application of project management standards, reporting and governance compliance, guiding project review checkpoints and course corrections.

This position is instrumental in the orchestration of the intake, supply and demand (resource management) methods, analytics and recommendations. Reporting responsibilities include analysis, dashboards and decision support updates (KPI’s) and recommendations on a regular cadence to the Project Team Leads and Deputy Director.

This position will report to the Deputy Director at the D-1 level.

Key responsibilities:

Regulate and manage coordination of project activities in the Solution Centre

Develop, maintain and operationalize mechanisms for the following areas:

• Monitoring schedules of projects across the Solution Centre applications-scape. • Financial monitoring of projects across the Solution Centre applications-scape. • Resource commitments monitoring of projects across the Solution Centre applications-scape. • Risk monitoring of projects across the Solution Centre applications-scape. • Monitoring dependencies across the Solution Centre applications-scape.

Support projects in adherence and compliance with standards of Project Management Office principles, guidelines and procedures.

• Liaise with project managers and leads of Solution Centre projects for the preparation, deposit and maintenance of project artifacts into the portfolio project management system. • Periodically review the project artifacts for projects and signal gaps for action in the project lifecycle. • Facilitate timely action and recording of key portfolio project management defined steps for projects. • Facilitate training and support to project managers and team leads in the execution of projects per portfolio project management standards.

Manage and support intake, supply and demand of resources for projects.

• Support the development of Solution Centre project pipeline and corresponding resource planning. • Liaise with Project Portfolio Management, Business Relationship Managers, Platform Service Delivery Section and Solution Centre Chiefs. • Perform quality assurance to register incoming project demands and plot out plans for managing the provisioning. • Coordinate project resource (human resources) mapping demands and provisioning with Business Relationship Managers and Applications Leads. • Synchronize and coordinate with Platform Service Delivery Section for projects with activity streams requiring resources across the two functional areas. • Engage with Solution Centre project leads for timely resource attribution and corresponding work stream representation. • Coordinate with Project Management Office, project managers and project leads to resolve project capacity resource conflicts, constraints or over/under supply. • Facilitate periodic reporting and analytics on projects resource application (with development of KPI’s)

Academic Degrees Required: • An advanced university degree (Master’s Degree or higher) in Information Technology, Software Engineering or related field is required. A first University Degree (Bachelor’s Degree or equivalent) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree.

Required Experience: Five years of progressively responsible and relevant work experience is required, including: • Proven experience within a solution-oriented technical environment, preferably with a software development or architecture background • Proven experience as a professional Project Manager handling complex technical projects • Proven experience in project governance, portfolio management, dashboards, trends, KPIs and EPM tools • Proven experience working with cross-functional complex teams of technical and non-technical professionals •Experience working with teams developing mission critical applications in agile environment

Required Skills: •Ability to understand and mitigate all risks involved in deploying technology •Highly developed technology business solutions acumen •Good understanding of Systems Lifecycle Management and knowledge of process analysis and design •Familiarity with system development, and operational process methodologies •Strategic ability to understand the translation of business needs into technical requirements •Ability to lead understand technology transformation and organization change management for continuous improvement •Subject matter expertise in full Microsoft Office suite and EPM tools • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Desirable: • Knowledge of the organization's technologies and architectures is an asset. • Professional certification: PMP or Prince 2 desired.
