This post is based in a Headquarters setting in the Common Services Geneva Office, reporting directly to the Regional Chief of ICT and serving clients in Geneva, Brussels, Florence and the Europe and Central Asia (ECA) region including out posted Programme Division (PD)-NY staff, national committees and Private Sector Fundraising (PSFR) country offices globally.

The Infrastructure & Cloud Services unit which the post oversees supports the network infrastructure in Geneva and regional hub connectivity of the ECAR countries, Brussels, Florence, and for out posted PD offices in Geneva. The unit also manages some critical components of the enterprise level services used globally.

The incumbent is expected to have a strong regular working relationship with the PFP-HQ, ECA Regional Office, and work in close collaboration with the other units in the section, GSSC, ICTD, staff of other UN Agencies, ICT staff in country offices in the ECA Region, external vendors, service providers and partners.

For every child, Support

The purpose of this position is to manage the Infrastructure & Cloud Services unit that covers data center management, cloud services management, network administration and Tier-2 systems support of all the ICT infrastructure and applications hosted in and managed by the ICT in Geneva.

The incumbent also supports the Regional Chief of ICT in deployment of global and regional projects in ECAR countries, coordinates the technical assistance with local ICT staff wherever relevant, ensures quality assurance on compliance and security standards.

How can you make a difference?

1. Infrastructure and Cloud services management for Geneva

  • Supervise staff to enable the implementation of corporate ICT priorities, solutions, and services.
  • Coordinate with the ICT-Geneva Business Applications Support unit on the business needs and solution alignment for local infrastructure and cloud services.
  • Liaise with ICTD-NY on the provision and management of IaaS and PaaS resources, deployments of services, and integration with internal or third-party systems.
  • Coordinate with ICTD-NY on the management of the business-to-business federation of ID account management with relevant business partners (e.g. National Committees)
  • Provide operational supports, monitor and maintain security measures, and monitor performance and compliance.

2. Data Centre and Network Infrastructure Management

  • Management of a primary data center at the UNICEF office and another one at offsite location hosted by third party vendor.
  • Ensure availability of servers and related services with appropriate storage and processing capacity for the current and foreseeable needs of the stakeholders in Geneva, Brussels, Florence, ECA region.
  • Maintain primary and backup connectivity of the office including redundancy links with the offsite datacenter.
  • Maintain the network devices that cover Geneva office LAN, onsite and offsite datacenters, perimeter security and wireless access points.
  • Manage the regional service center for ECAR country offices and the hosting of global enterprise telephony systems.
  • Manage the disaster recovery testing of all the critical applications hosted in Geneva, Brussels, Florence, ECA region
  • Manage relations with vendors of network equipment, connectivity, server hardware and datacenter including hosting and maintenance contracts.

3. Systems maintenance and Tier-2 support

  • Perform systems upgrade and update and apply security patches in line with the global architecture and Geneva specific needs.
  • Implement change management processes of the network and server environment as a result of additional service or change in existing service due to updates or problem resolution.
  • Provide Tier-2 systems support to calls escalated from the help desk.
  • Provides technical advice to ICT staff in Geneva, Brussels, Florence, ECA region.

4. Global and Regional projects and related support activities

  • Lead ICT infrastructure projects in Geneva, Brussels, Florence and the ECA region as part of regional or global ICT workplan.
  • Provide relevant technical support in the rollout of ICT systems in the region.
  • Provide support in ICT audit activities.
  • Perform any other activities requested by the supervisor or management team.

5. Information security:

  • Strengthen the implementation of UNICEF information and data security in Geneva, Brussels, Florence and in ECAR country offices by migrating all country offices to Meraki security appliances and provide related Tier-2 support to country offices.
  • Implement Qualys vulnerability management tool across all offices in ECAR region and provide support to PSFR country offices.
  • Monitor risks and threats to ICT environment or infrastructure as per UNICEF standards and policies and take appropriate preventive and remediation measures.
  • Safeguard the physical and logical security and safety of ICT environment and infrastructure.

6. Emergency Telecoms:

  • Liaise with ICTD-NY on assessing risks and requirements for emergency telecoms support and resources and in maintaining capacity.
  • Provide Tier-2 technical support to ECAR country offices on emergency telecommunication equipment and on updating and managing BCP and IT-DR documents.

To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree is required in computer science, telecommunication, software engineering, information technology management, business administration or another relevant technical field.
  • A first-level university degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an advanced university degree.

Experience:

  • A minimum of five years of professional experience in information technology management and business operations in a large international organization and/or corporation is required. Experience in a UN organization is an asset.

Technical competencies:

  • Certification and/or proven experience in one of these several ICT technical competencies: ICT Project Management, Information Security, ICT Audit and Risk Management, Telecommunications, Networks Information Security and Software Engineering and Programming.

Language requirements:

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language of the duty station is considered as an asset.
