The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

This position reports to ICT Manager (Application Platforms Services) at the P-4 level. The position is part of the Application Platforms and Services Unit under the ICTD Platforms and Service Delivery (PSD) Section in UNICEF’s ICTD Digital Core. The Application Platforms and Services Unit is the global architecture and engineering lead for UNICEF’s global Identity and Access Management, Cloud Platforms Services Portfolio, Data Platforms, and Messaging & Collaboration Services.

How can you make a difference?

The ICT Specialist’s main responsibility is developing, implementing, maintaining, and managing automated solutions on Azure and on-premises hosted for the Application Platforms Services. This includes the complete day-to-day operation and support of these platforms, including the commissioning of the resources for new workloads, configuration, troubleshooting, fault identification, rectification, performance and health monitoring, control, and administration of all the services for all the globally hosted solutions.

The position proposes and implements enhancements to improve the platform’s functionalities and general development productivity and administration experience and plays a leading role on the automation services and features.

This role provides direct technical input to support the design and development of global application platforms and services, coordinates monitoring and remediation activities with partner sections and third-party vendors managing cloud deployments and contributes to the creation of artifacts such as references, architecture documents and samples.

Key responsibilities:

Under the guidance of the ICT Manager, the ICT Specialist is responsible to:

• Design, develop and implement automation solutions using Azure automation tools and technologies • Develop and maintain deployment pipelines and release management processes • Develop and maintain infrastructure as code (IaC) scripts and templates for Azure resources (Azure Web Apps, AKS, etc.) • Monitor and troubleshoot Azure resources to ensure optimal performance and availability • Collaborate with development teams to implement DevOps practices and ensure seamless integration with Azure services • Coordinate with development teams to understand their infrastructure needs and ensure that they are met • Stay up to date with emerging trends and technologies in the Azure automation and DevOps space • Identify areas for improvement and implement changes to increase efficiency and scalability • Collaborate with other teams to troubleshoot and resolve issues • Ensure that deployed solutions on Azure environments or on-premises hosted are secure and meet compliance requirements • Monitor and maintain the health of deployed solutions and environments • Develop environments inventory and configuration documentation

Academic Degrees: • An advanced university degree (Master’s or higher) in Information Systems Management, Computer Science, or related field is required. • A first University Degree (Bachelor’s Degree or equivalent) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree.

Required Experience: 5 years of professional experience designing, deploying, and managing cloud workloads using both Infrastructure as a service (IaaS) and Platform as a Service (PaaS), including: • A minimum of 3 years of experience as an Azure Automation Engineer • Experience with software development tools and processes • Strong experience with PowerShell scripting and automation • Experience with Azure Resource Manager (ARM) templates • Experience with Azure DevOps and CI/CD pipelines • Experience with Azure networking and security

Required Technical Skills and Experience: • PowerShell or Python • Hands-on experience of Azure services such as Azure Functions, Azure Logic Apps, and Azure Service Bus • Hands-on experience with CI/CD (DevOps pipelines and GitHub actions) and containerization technologies

Desirable Technical Skills and Experience: • Any of the following are desirable: C# / TypeScript / JavaScript / Go / Rust / Java • Integration experience with Power Platform tools is desirable.

Required Skills: • Strong problem-solving skills and attention to details • Can work independently with minimal supervision or as part of a group. • Takes initiative and is self-driven. • Demonstrated analytical, troubleshooting, and problem-solving skills. • Strong attention to detail. • Ability to manage multiple projects simultaneously, proven ability to meet deadlines. • Ability to understand business requirements and translate them into value-added technical solutions. • Demonstrated ability to manage and maintain a good working relationship with both external vendors and other internal team. • Excellent communication and presentation skills, both verbal and written. • Works well with people, has very good interpersonal skills, and is client oriented.

Language Requirements: • Fluency in English is required. • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
