Overview

Serve as technical advisor and quality assurance for ICT development.

You have:

  • Advanced university degree (Master's Degree or equivalent) in Engineering, Computer Science, Mathematics, or related field is required.
  • A first university degree (Bachelor's Degree) in a relevant area combined with 7 years of relevant practical professional work experience may be taken in lieu of an advanced university degree.
  • A minimum of 5 years of practical professional work experience at progressively increasing levels of responsibility in supporting international level systems development and support is required.
  • Hands-on working experience in programming and systems development in SAP Fiori, Business Technology Platform (BTP), Core Data Set (CDS) views using HANA studio and SAP gateways.
  • Enhancement frameworks and SAP upgrades experience is required.
  • Experience with data structure formats such as CSV, XML, JSON is required.
  • Experience with the ServiceNow platform and SAP process orchestrator.
  • Experience with microservices architecture and application integration services such as SOAP, REST, OData services and API management tool sets.
  • Experience in Agile, DevOps, and CI/CD practices is required.
  • Ability to apply various project management methodologies is required.
  • Functional understanding and experience in business applications related to human resources, grants/fund management, finance, travel, service management, and logistics interfaces.
  • Fluency in English is required.
  • Working knowledge of another official UN language (Spanish, Arabic, Chinese, French, Russian) is desirable.

The Solution Center is the primary stakeholder to analyze, design, develop, deploy and provide ongoing maintenance support for this application portfolio. The responsibilities of this position ensure that: • All applications and interfaces function as intended. • Prompt functional and technical support is provided to development teams and business users. • Systems and applications are developed, upgraded, and enhanced to support evolving business processes and practices. • Solution design and development are conducted as per best industry practices and a high-quality code base is maintained. • Technology roadmaps are developed and presented along with guidance on their impact to the systems and solutions that are operational. • Subject matter expertise in system integration and application development is provided as required. • Documented change management systems are applied to ensure that the defined standards, guidelines, documentation, and traceability of changes are adhered to.

How can you make a difference?

The ICT Specialist (Development) serves as technical advisor and program quality assurance officer for the development, implementation and maintenance of custom enhancements, interfaces related to SAP, and ServiceNow. SAP technology includes ECC, Process Orchestration (PO), NetWeaver Gateway (GW), Cloud Platform, Mobile Platform, Solution Manager, and third-party interfaces. The incumbent will work with the ICT development team, and external expert consultants to develop and maintain systems enhancements and interfaces utilizing various tools on SAP, Microsoft, and open source platforms.

The ICT Specialist is also responsible for proposing, documenting, and implementing programming standards and performing quality assurance on programs developed by other analysts and programmers before they are moved to the quality assurance, testing and production environments. This role proposes Information Technology solutions for the various business areas of UNICEF, including supply, programme, finance, human resources, finance, partnerships and the Global Shared Service Centre (GSSC).

The ICT Specialist reports to the Chief, Internal Capability Systems, at the P-5 level and supervises one System Analyst at the P-2 level. This post may also supervise additional positions in the future as the role expands and will oversee the work of consultants.

Key responsibilities:

• Advises UNICEF staff and consultants in various system development and maintenance phases, e.g. requirement analysis, prototyping design, programming, testing and evaluation. • Reviews specification for proposed enhancements reports, formats, and interfaces to determine technical soundness, cost benefit, ease of maintenance and applicability. • Advises and supervises required programming changes to all custom enhancements and interfaces. Reviews system interfaces to ensure consistency of data and business practices across systems and interfaces. • Reviews quality assurance of programs, procedures, and documentation. Promotes the utilization of standard methodologies that will render productive systems designs and programming techniques among other Systems Analysts and Programmers. • Works closely with Functional Analysts and colleagues in other sections to develop and implement business functionality with business owners that comply with UNICEF’s system development, security standards and best practices. Assures that new developments are in compliance with restrictions set forth by the vendor license agreements. • Recommends architectural improvements and simplification of interfaces to ensure consistency, data integrity and better performance. • Keeps abreast of developments within the area of information technology and advises supervisor on new application areas and technology. • Evaluates software prior to purchase and recommends procedures for subsequent installation, integration, and training. Advocates and provides new Information Technology solutions for the business needs of UNICEF’s users.
