The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through the use of innovative technology-enabled solutions.

To achieve better results for children, in a more efficient and effective way, UNICEF has initiated the mainstreaming and scale up of the use of Humanitarian Cash Transfer (HCT) across the organization. As part of its HCT scale-up plan, UNICEF has developed an integrated software called HOPE - Humanitarian Cash Operations and Programme Ecosystem. HOPE is UNICEF’s humanitarian cash transfer management information system. HOPE can (i) collect beneficiary data, (ii) associate data with cash programmes, (iii) create target population (iv) manage payment lists (v) send them to Financial Service Providers (FSP), (vi) reconcile payments, (vii) triangulate payment verification information directly from beneficiaries, (viii) handle grievances and feedback, as well as (iv) reporting. HOPE enhances the quality of programmes implementing Humanitarian Cash Transfers (HCT) by increasing compliance with UNICEF guidance and tools and ensuring accountability and traceability of the information managed.

How can you make a difference?

To support the UNICEF Humanitarian Cash Transfer (HCT) team to develop the required continued enhancements of the Humanitarian cash Operations and Programme Ecosystem (HOPE). The position is expected to focus on facilitating HOPE related knowledge and technical expertise transfer from the vendor to UNICEF's HOPE team, with a specific focus on the code and HOPE functionalities.

Key responsibilities:

• Support the MIS development team to undertake software development and testing activities, assist with writing test scripts / bug fixes, and add or improve code organization and documentation.
• Document or update the relevant tickets in Azure DevOps based on code review to tackle possible misalignment between business needs and code.
• Support in all levels of testing and leverage user acceptance testing to ensure functional and non-functional requirements are met and aligned with specifications.
• Systematically review the HOPE code and flag anomalies and potential bottlenecks.
• Contribute in writing code under the guidance of the HOPE Solution Architect, ICTD Technical Lead.
• Familiarize self with HOPE code structure and integration point and support the HOPE Solution Architect in any level 3 support needs.
• Ensure that the code abides by UNICEF coding standards and uses the latest libraries that are used by other enterprise systems within the organization.
• Ensure security standards and processes are in place.
• Participate in technical internal and interagency discussions on MIS collaboration modalities to inform any changes in the UNICEF MIS requirements and documents.
• Develop and maintain automated test cases using relevant software.
• Develop automated test scripts during the sprints when applicable.
• Participate regularly in development sprint meetings.
• Enter defects in Azure DevOps when applicable.
• Validate any defects identified during the various sprints.
• Work with the HOPE Project Team, third-party vendors (where applicable) and the business users to ensure system readiness.

To qualify as a champion for every child you will have…

• An advanced university degree (Master’s Degree or higher) in Information Technology, Finance, Business process management or relevant field. (A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.)
• A minimum of 5 years of relevant professional experience in software development, including with multiple stakeholders is required.
• Including at least 5 years of demonstrated knowledge and experience in:
  • Web architecture
  • Python programming language
  • Django framework
  • Working knowledge of Docker and Kubernetes
  • Actively contributing to open source code
  • Experience with async/parallel computing
  • Agile methodologies
  • Testing frameworks and methodologies
• Good problem solving and troubleshooting skills.
• Good written and verbal communication skills to clearly communicate with management, users and IT staff.
• Good knowledge and appreciation of IT technologies and solutions in general.
• Demonstrated ability to deliver quality results within strict timeframes.
• Experience in the use and design of Management Information System for HCT programmes is desirable.
• Experience in the UN System is desirable
• Worked in a multi-national organization preferably humanitarian focused
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
