The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

How can you make a difference?

UNICEF is going through an exciting digital transformation that will influence the work of the entire organization. UNICEF is looking for dynamic, innovative professionals to drive the transformation and play a key role in shaping the way forward.

This post will be in the User Applications team, reporting to the ICT Manager (User Applications). The goal of the team is to provide efficient, innovative, user-friendly, cost effective, and modern digital solutions to UNICEF's internal and external stakeholders.

The team enables the business by both hands-on delivery as well as by providing guidance, governance, and procedures for all other development and maintenance activities.

Effective and innovative collaboration and facilitation across the organization is critical. The goals are aligned with the organizational strategy, enterprise architecture, and information management policies.

The team delivers through multiple modalities, including hands-on in-house development in a microservices context and the integration of off-the-shelf software solutions. The team is responsible for enabling rapid, parallel streams of development through a streamlined release management process.

Key responsibilities:

Under the general direction of the ICT Manager (User Applications), the ICT Specialist will implement and support User Applications in an effective, timely, cost effective, innovative and excellent way.

The incumbent works with the broader Digital Tools and Platforms team, external solution providers and other ICTD teams to implement and support solutions for internal and external stakeholders (including headquarters, regional and field staff). The incumbent brings thought leadership and solves UNICEF’s internal and external stakeholders’ digital needs in a hands-on way. Deep technical expertise and a technology agnostic mindset will be required in addition to technical specialization in rapid solution provisioning.

Solution Delivery • Coordinate the design, development, integration, testing and production of user applications. • Contribute in building and orchestrate a microservices architecture. • Implement and continuously measure and enhance DevOps practices. Set and enforce technical governance controls. • Provide technical assistance in the development and customization of application back-end and front-end components for both web and mobile channels. • Build and maintain different on-premises and cloud-based applications and ensure the optimum rendering and functioning of the solutions delivered. • Enable and support collaborative delivery modalities in the organization. • Support and manage external resources, such as outsourced providers. Manage vendor delivery.

Best Practice • Contribute in designing and utilizing relevant frameworks and technologies to meet business needs. • Uphold the integrity of UNICEF’s data, architecture and security landscapes. • Recommend and follow software best practices such as testing, usability, performance, componentization, security and documentation. • Develop appropriate code templates and guidelines to improve the production of optimum, reliable, responsive, scalable and secure software solutions.

Support and Maintenance • Provide hands-on support and maintain user applications. • Contribute to an effective follow-the-sun support model. • Monitor UNICEF’s agreed SLAs and licensing agreements and notify manager when deviation occurs. • Establish, track, monitor and report production metrics in a timely manner. • Suggest and implement root-cause corrections.

Building the Future • Research, test and implement new technologies and techniques that will benefit UNICEF’s user base. • Interface with vendors to keep abreast of new technologies, pricing, and customer applicability. • Participate in vendor evaluations. • Assist and support the ICT Manager (User Applications) with work planning and estimations. • Ensure that solutions are implemented in alignment with IT product roadmaps, which achieve the ICT strategy and drive reduced overall technology platform operating costs.

Collaboration • Liaise with other ICTD areas and coordinate services provided and required. • Liaise with internal and external users for requirement discussions, sprint planning and training purposes. • Provide technical digital knowledge within ICTD teams at regional and country office level. • Coordinate with business analysts and project managers during proof of concept and full product delivery processes. • Provide guidance, training, and problem-solving assistance to other team members.

To qualify as a champion for every child you will have…

Academic Degrees: • An advanced university degree (Master’s Degree or higher) in computer science, software engineering, management information systems, information technology management, business administration or other related science field is required. A first University Degree (Bachelor’s Degree or equivalent) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree. • Training in relevant disciplines, major or substantial course work in information management, or application system development is highly desirable

Required Professional Experience: • A minimum of 5 years of progressively responsible work experience in an international enterprise development context is required, including: •Experience developing on-premises and cloud-based solutions using RESTful API (.NET based) and capacity to take appropriate decisions on when/why/how to use the right technologies. •Experience building and deploying apps for SharePoint client object model, JavaScript object model, and REST endpoints in SharePoint. •Experience with different browser behaviors (performance, compatibility, security, etc.) and using different rendering modes and handling performance issues with browser (including profiling, debugging, and troubleshooting).

Desirable Skills and Experience: • Experience building/implementing enterprise solutions for highly complex requirements. • User interface modelling using wireframes or storyboards. • Full SDLC experience, with focus mainly on writing new code to deliver enhancements, new functionality, and defect resolution. • Strong analytical and interpersonal communication skills, attention to detail. • Ability to translate business needs into technical requirements. • Ability to seize accountability and utilize skills, experience and business knowledge to identify business needs and translate them into solutions. • Ability to foster excellent work relationships and build alliances with key stakeholders. • Proficiency in implementing solutions using workflows and custom web parts. • Experience integrating SQL Server or Oracle data warehouse services with SharePoint (using REST APIs, ETL packages, SSRS, SSAS, D3, etc.) • Experience implementing solutions for traditional data center hosting platforms (mostly x86 on VMware, also Linux/UNlX) and public cloud offerings (Azure & AWS). • Proficiency working within Continuous Integration and DevOps environments, managing and optimizing source code management (GitHub, TFS, Visual Studio Online, etc.) • Experience in Object Oriented JavaScript (AngularJS, Knockout or Backbone), iOS/Android platform and hybrid solutions using either PhoneGap/lONlC. • Understanding of the work of UNICEF, and more specifically of the substantive programmatic areas of the cluster.

Language requirements: • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
