The New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management

The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

The Department of Operational Support (DOS) is responsible for the delivery and maintenance of Information and Communications Technology (ICT) in support of operational requirements of peacekeeping missions as well as special political missions (hereinafter “field missions”). DOS is also responsible for the delivery and maintenance of the Service for Geospatial, Information and Telecommunications Technologies (SGITT) in support of the operational requirements of Peacekeeping Missions, Special Political Missions, as well as DPO and DOS at Headquarters.

SGITT is one of the fundamental components that enable substantive work of field missions. Timely and secure communications and information exchange within and between UN Peacekeeping Missions and Headquarters is critical to meet the core strategic, operational and tactical mandate of the United Nations. It is of paramount importance that robust, fault-tolerant and scalable GITT infrastructure is in place to maintain operations in the event of natural or man-made disasters, disruption in the theatre of operation, or as Security Council mandates change.

The ICT Specialist will carry out his/her tasks at UNGSC, SGITT/Technology Development Design and Planning Section (TDDPS)/Technology Development Unit (Unit) in Valencia (Spain).

Under the overall supervision of UNOPS Senior Programme Manager or designated officer, the incumbent works under the guidance of the Chief TDU.

This is a position in UNOPS for supporting projects carried out for the United Nations Global Service Center.

The incumbent of this position will be a staff member of UNOPS under its full responsibility.

Functional Responsibilities

Under the overall supervision of the designated officer, the ICT Specialist is responsible for the following duties:

Summary of Key Functions:

  • Unmanned Aircraft System (UAS) Digital Forensics service delivery.
  • UAS Training delivery.
  • Digital Twin development.
  • Extended Reality (XR) product development.

1. UAS Digital Forensics service delivery activities

  • UAS Digital forensics technology watch and forecasting.
  • Develop content for delivery in the UAS Digital Forensics course.
  • Support missions with their digital forensics Level 1 capability.
  • Carry out Level 2 UAS Digital Forensics investigations.
  • Travel to missions as required to support UAS Digital Forensics operations
  • Provide 24 hour support to trained UAS digital forensics mission personnel.
  • Create concise reports in line with existing mission procedures.

2. UAS training delivery

  • Travel to missions and locations selected by AFP’s as required to support UAS training delivery.
  • Deliver and develop content to contribute towards ongoing UAS instructors and trainers courses.
  • Assess UAV remote pilots knowledge of theory and practical flying skills.
  • Manage the procurement of the latest UAS in the market.

3. Digital Twin development and delivery activities

  • Provide guidance to mission UAS remote pilots in their acquisition of drone imagery for processing using photogrammetry.
  • Support with Digital Twin development using the latest products available.
  • Liaise with mission personnel to ascertain digital twin requirements.
  • Manage Azure resources associated with the Digital Twin project.

4. XR product development

  • Research and develop applications to be piloted in a variety of AR (Augmented Reality), MR (Mixed Reality) and VR (Virtual Reality) headsets.

5. Performs other duties as may be reasonably required and in line with the incumbent’s scope of services above

Impact of results The results of work of the ICT Specialist impact directly on delivery of services that satisfy the requirements of the Department as well as the performance of these services implemented in the DOS supported entities, field missions, agencies, funds, programmes and headquarters. The Technology Solutions Engineer initiates and promotes technology solutions and innovations, integrating military, police and civilian technologies and expertise, in support of making UN peace operations more safe, more effective and efficient; and creates synergies that emphasise on enhanced operational performance, impact and capacities through the introduction of modern technology to UN peacekeeping and field missions. The incumbent is responsible for ensuring activities for all global locations are in line with the overall business targets and UN policies, rules and regulations.

Education/Experience/Language requirements

Education:- An advanced university degree (Master’s degree or equivalent) in Engineering, Mathematics, Computer Science or a related field is required. - A first-level university degree (Bachelor’s degree) in Engineering, Mathematics, Computer Science or a related field with two additional years of qualifying experience may be accepted in lieu of an advanced university degree. - PRINCE2 Foundation certification is required.

Desirable:

  • PRINCE2 Practitioner certification.
  • UAS instructor license.

    Experience: Required:

  • A minimum five (5) years of experience in information technology or related area

  • A minimum two (2) years of experience in the creation and delivery of educational courses
  • Experience in the delivery of Digital Forensics courses

  • Experience in the delivery of UAS training

    Language:

  • Fluency in English (read, write, speak) is required.
