Background Information - Job-specific

In response to the request of the Government of Ukraine, UNOPS opened an office in Ukraine in 2017, which provides a broad spectrum of services to the Government and the people of Ukraine. Currently, the office is classified as an Operations Centre (UAOC), with a portfolio of projects exceeding USD 100 million, in the areas of rule of law, environment, energy efficiency, crisis recovery, good governance, human resources management, procurement, and logistics.

Support for Rule of Law Reforms in Ukraine (PRAVO II) Project

The European Union funded ‘Support for Rule of Law Reforms in the Areas of Police, Public Prosecution and Good Governance Project’ (known as PRAVO II) has the overall objective of supporting Rule of Law in Ukraine through strengthening the systems in place to support policing, prosecution and civilian governance in Ukraine and to align its functioning with the best European and International practices.

This PRAVO II Project supports the creation of an efficient law-enforcement system respectful of human rights in support of the people of Ukraine, through the provision of necessary support to the National Police and other Ukrainian authorities in charge of civilian law-enforcement. On substance matters, the project relies on the EU Advisory Mission (EUAM) to Ukraine which is a Civilian Security Mission, based in Kiev and with presences in Kharkiv, Lviv and Odessa.

The PRAVO II Project further provides support to law enforcement agencies (LEAs) capacity to upgrade their Information and Communication Technologies (ICT) supported processes and infrastructure, as well as ICT management capacity through the provision of ICT assessments, procurement of ICT equipment, and a range of other ICT solutions. This in turn will contribute to enhanced efficiency and effectiveness of LEAs’ services, while improving their accountability, transparency, and respect of human rights.

Functional Responsibilities

Purpose and Scope of Assignment

Under the supervision and guidance of the Programme Manager, the ICT Specialist supports the PRAVO II Project Team in development and delivery of ICT related products.

The ICT Specialist ensures that the PRAVO II products related to ICT meet quality and sustainability requirements for UNOPS, beneficiaries and partners. While considering the framework provided in the PRAVO II Description of Action and other relevant project documentation, relevant national policies and standards, good international practices, and considering the inputs provided by the key stakeholders, primarily the EU Delegation (EUDel), EU Support Group for Ukraine (SGUA), EUAM and other Executive Committee members, the selected candidate will be responsible for:

Advisory Support

  • Identify and develop measures and interventions that would contribute to enhancement of ICT systems and capacities of the Ukrainian civilian law enforcement sector

  • Advise counterparts on the development, operation and maintenance of ICT solutions delivered under this project

  • Provide advice and expertise to the Programme Manager, Deputy Programme Manager, Project Managers, and to the Project Team on ICT technical matters under the project

  • Participate in the selection process of suppliers of ICT services and goods

  • Establish and maintain professional relations with relevant contact persons in the EUDel, SGUA, EUAM and other Executive Committee member institutions, particularly Ministry of Interior of Ukraine, National Police, General Prosecutor Office, State Bureau of Investigation;

  • Establish and maintain professional relations with relevant international stakeholders that work on the similar ICT issues in the area of Rule of Law, migration, registration, etc.

  • Contribute to development of PRAVO II plans and reports related to ICT products.

ICT Terms of References and Specifications

  • Prepare the Terms of Reference (ToRs) that set out cohesive, credible and coordinated ICT development of the Ministry of Internal Affairs, the National Police of Ukraine, Prosecutor General’s Office, State Bureau of Investigation and other selected LEAs under PRAVO II

  • Ensure ToRs of ICT related activities are in line with the technical discussions with beneficiaries on the project objectives;

  • Prepare TORs for identified services that strengthen capacities of national beneficiary institutions to manage ICT tools and solutions

  • Develop technical specifications for the procurement and delivery of ICT equipment.

Quality Assurance

  • Identify quality requirements and criteria that should be met by ICT products delivered through the Project, while considering inputs from the Executive Committee members, in keeping with the best European and International practices

  • Conduct peer reviews and other quality checks in order to ensure that the ICT infrastructure, equipment and solutions delivered by service providers meet set requirements, are fit for purpose and sustainable

  • Monitor the installation, operation and maintenance of IT infrastructure and equipment delivered to beneficiaries, as per agreement with the Project Manager

  • Advise the Programme Manager on potential risks, issues, and impact arising from the delivery of the ICT infrastructure, tools and solutions, providing highly technical/ inputs when required

  • Provide strategic advice and technical assistance with the design and implementation of methods, procedures and metrics required to ensure that quality standards and practices are attained

  • Through the proper project management of the IT component of the PRAVO II project ensure that PRAVO II ICT related activities, external and internal, are fully compliant with UNOPS rules, regulations, policies and strategies.

Knowledge Management

  • Contribute to establishment of efficient and effective PRAVO II ICT tools and processes

  • Contribute to development of PRAVO II ICT standards and strategies

  • Interact with HQ and ICT staff from UNOPS and other UN agencies in the area to share and exchange information and expertise on applications and tools

  • Contribute to knowledge networks and communities of practice

  • Identify lessons learned and provide recommendations.

Monitoring and Project Controls

  • The Executive Committee generally positively assess ICT products delivered through PRAVO II

  • PRAVO II ICT products are developed in line with best international practices and standards, where applicable, and fulfil Ukrainian standards

  • PRAVO II ICT products are fit for purpose and sustainability is thoroughly considered, which is confirmed by the Programme and Project Managers

  • Good quality inputs provided in time agreed-to with Programme Manager according to PRAVO II plans and strategies.

Education

  • A Master's degree in in information sciences, computer sciences, or a related field is required.
  • A Bachelor's degree with two additional years of relevant experience may be considered in lieu of the master’s degree.

Experience

  • Five years with Master’s degree or seven years with Bachelor’s degree of progressively responsible job related experience in the field of information technology, preferably in an international environment, is required.
  • Proven knowledge and experience with the established project management methodology is required.
  • Certification in the project management (Prince2, PMM, etc) is a strong asset.
  • Proven experience with at least one or two fully implemented mid- or large-scale ICT projects, with at least one of them in public sector is required.
  • Previous experience working in rule of law projects is an advantage.
  • Previous experience with UNOPS or a UN Agency would be an advantage.

Languages

  • Fluency in written and spoken English is essential;
  • Working knowledge of Ukrainian and/or Russian will be an asset.
