The New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

Based in New York, the UNOPS Sustainable Development Cluster supports diverse partners with their peacebuilding, humanitarian and development operations. For example, within the United Nations Development Programme, the Cluster works with the Bureau for Policy and Programme Support and the Office of South-South Cooperation.

UNOPS has signed an agreement with the United Nations to implement the activities for the United Nations Office at Geneva (UNOG).

The Department of Operational Support (DOS) is responsible for the delivery and maintenance of the Field Technology Sections’ (FTS) infrastructure, systems and software applications in support of the operational requirements of Peacekeeping Missions, Special Political Missions, as well as Department of Peace Operations (DPO) and DOS at Headquarters.

FTS is one of the fundamental components that enable substantive work of field missions and timely and secure communications and information exchange within and between UN Peacekeeping Missions and Headquarters.

UNOG DOA Information and Communication Technology Service (ICTS) provides data and reporting services to UNOG and its Clients, in particular developing and maintaining data analytics tools to support decision making and process streamlining for both substantive and administrative programmes.

Functional Responsibilities

The Data and Reporting Unit at ICTS is responsible for delivering innovative, best-in-class analytics, BI and data solutions to the United Nations.

Under the overall supervision of UNOPS Senior Programme Manager or an assigned person, the main role of the ICT Senior Associate – Data Architect and Developer is to work with the client in UNOG to analyze, improve and develop quality reporting, BI, business analysis and decision support tools, as well as support those tools to increase efficiency of manual administrative process steps and facilitate timely and cost-effective process execution.

This is a position in UNOPS for supporting projects carried out for the United Nations Secretariat.

The incumbent of this position will be a staff member of UNOPS under its full responsibility.

The ICT Senior Associate – Data Architect and Developer will be responsible for the following duties:

    1. Business Analysis and Data Architecture Support

- Implements and monitors projects involving feasibility studies, data and systems analysis improvement, development and implementation of reporting and business intelligence solutions. - Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. - Provides guidance to clients, analyzing clients’ requirements and supports in translating these into new applications; determines application systems integration and linkage issues. - Researches, analyzes and evaluates new technologies and makes suggestions as to supervisor for their deployment. - Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.

  1. Development and Quality Assurance Support
  • Assists in developing detailed system and other functional specifications and user documentation for major systems.
  • Supports in designing and building data models/databases, data warehouses and tools to integrate and store data from several sources. Supports in designing and implementing ETL processes.
  • Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
  • Supports in developing and maintaining computer programs in collaboration with other team members that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
  • Creates visualizations and reports for requested projects using different Business Intelligence and reporting tools.

    3.Training, Maintenance and Support

  • Develops training materials, operating and user manuals; trains staff in assigned systems, prepares disaster recovery plans and ensures appropriate planning and training of those responsible.
  • Provides guidance to, and may supervise, new/junior staff, consultants, etc.

The result of work of the ICT Senior Associate – Data Architect and Developer impacts directly on delivery of services that satisfy the requirements of the UN Office in Geneva (UNOG). It will also ensure proper processes and methodologies are followed and implemented according to the latest of the industry standards. The incumbent is responsible for ensuring activities for all UNOG stakeholders are in line with the overall business targets and UN policies, rules and regulations.

Education/Experience/Language requirements

Education

  • High school diploma or equivalent is required.
  • Bachelor’s degree in information technology, computer science, engineering, statistics, or in a field related to the post description may replace some years of experience
  • ITIL Certification is desirable
  • Prince2 Certification is desirable

Experience

Required:

  • A minimum of 7 years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area;
  • A minimum of 4 years of experience in database design, development and maintenance;
  • A minimum of 2 years of experience with MS SQL Server, MySQL or ProstgreSQL;
  • Experience in ETL software.

Desirable:

  • Experience in data warehouse design;
  • Experience in .Net, PHP and/or Python development;
  • Hands-on experience on one or more visualization tools (i.e PowerBI, Qlik, Tableau, etc);

Language - Fluency in English (write, speak, read) is required. Knowledge of French is desirable.

Contract type, level and duration

Contract type: Staff, Fixed Term Contract level: G7 Contract duration: One year initially, renewable subject to satisfactory performance and funding availability.
