The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

UNOPS Haiti Country Office (HTCO) has been working in Haiti for over 17 years providing infrastructure, project management, procurement and logistics services for the Haitian Government, other UN agencies and international organizations in communication, governance, and engineering expertise.

The UNOPS Haiti office is currently implementing a wide range of projects across sectors, including disaster risk reduction, urban and local development, employment generation, SME development, urban and rural roads, renewable energy, health and education, environment, census, and elections. At the same time, as part of the country strategy, increasing focus has been given to supporting the management of public resources through the development of national implementation capacity via a wide array of technical assistance interventions supporting projects from IFI’s.

Functional Responsibilities

1- ICT client services, management and administration - Implementation of ICT and operational strategies compliant with UNOPS rules, regulations, policies and framework. - Information technology and systems planning exercises undertaken in the Business Unit, and representing the Business Unit in those undertaken throughout UNOPS. - Provision of fast, friendly, and effective, proactive and agile user support - Participation in the development of ICT standards and strategies. - Maintenance of inventory of all computer, telecommunication equipment, I/O devices and software existent in the Business Unit ensuring compliance with registration and upgrades. Ensure proper global documentation of the complete ICT area. - Collaborate in the budgeting process by offering proposals that maximize performance and minimize costs. - Interaction with HQ and ICT personnel from the region and other UN agencies in the area to share and exchange information and expertise on applications and tools. - Effective functioning (installation, operation and maintenance) of all UNOPS hardware equipment and acquisition of hardware supplies. - Supervision of information and communication services of the Business Unit and managed projects - Effective advice to both operations and associate projects on all project implementation activities involving ICT; the hardware and software procurement process; and establishment and maintenance of a roster of potential suppliers. - Active and proactive networking with clients, addressing and improving common areas of concern. - Provision of consulting services, ICT audit inspections and/or facilitation of selection/deployment of software to projects, seeking technical advice and support from HQ ICT personnel, as required. - Liaison with UNOPS Headquarters, regional office and other relevant units, to determine hardware, and software requirements and ensure the correct implementation of regional and global ICT projects and initiatives. - UNOPS' liaison with the local UN partner agencies on issues relating to UNOPS ICT.

2- Network administration - Ensure efficient network administration, focusing on achievement of the following results: - Maintenance of network and internet connectivity to ensure stable operation, availability of bandwidth, and reliable connection to the internet and HQ based systems. - Valid hardware maintenance agreements, to ensure timely resolution of hardware failures. - A stable and responsive network environment based on daily monitoring of the network connection. - Ensure confidentiality, integrity and availability of UNOPS ICT systems and UNOPS information assets. - Monitor and maintain proper backups of UNOPS data. Maintenance of measures in place for business continuity and disaster recovery processes and procedures Maintenance of video conference and telephony operations

3- Team Management - Facilitates the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development. - Provides oversight, ensuring compliance by team members with existing policies and best practices.

4- Knowledge building and knowledge sharing

  • Training and guidance to users in efficient and secure use of ICT systems and services
  • Advice to management, clients and colleagues on subject matter expertise
  • Synthesis and dissemination of best practices to internal collaborators and networks

Education/Experience/Language requirements

Education

Completion of Secondary education is required.

Diploma or University Degree, preferably in information sciences, computer sciences or engineering is desirable.

Experience

Minimum 7 years of progressively responsible experience in the ICT area including: 1) Helpdesk and 2) Network maintenance and 3) Information Security preferably in an international environment.

Experience maintaining and providing support to Cloud Services and Suites like Google Workspace or Office 365. Experience providing support to Corporate Services and Applications using ticketing systems. Experience providing support to Microsoft ecosystem

Language Requirements

Full working knowledge of English, French, and Creole is required.

Knowledge of another official UNOPS language is an asset.

Regular/Monthly: This contract is a regular monthly contract, which requires ongoing services during the term of the contract and payments will be made at the end of each month.

Background Information -Haiti

Haiti

The UNOPS Haiti office supports international partners and the Haitian Government in their work to improve lives following the 2010 earthquake. UNOPS project managers and their local employees are helping to check the safety of damaged houses, build transitional shelters for homeless families, provide cleaner toilets for those living in camps, clear canals of debris to prevent floods, repair roads, and construct maternity centres and schools.
