UNOPS has signed an agreement with the United Nations to implement defined activities in support of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).
This position is in the Country-based Pooled Fund Section (CBPFS) within the OCHA Pooled Fund Management Branch (PFMB), part of the Humanitarian Financing and Resource Mobilization Division (HFRMD) at the Office for the Coordination of Humanitarian Affairs (OCHA) in New York. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. Under the guidance of the Humanitarian Operations Specialist the incumbent supports the Country-based Pooled Fund Section (CBPFS), the incumbent will support data and reporting efforts of the Section and will be reporting directly to the Humanitarian Operations Specialist.
CBPFS provides global-level support to the governance, management, and oversight of OCHA’s twenty Country-based Pooled Funds. The Section supports the ERC/USG and OCHA’s senior leadership in the management and analysis of information, the development of guidance and policy, and the delivery of operations as well as provides support to OCHA’s Regional and Country Offices, working closely with Heads of Offices and the Humanitarian Financing Units (HFUs) that manage the Funds at country level. The Section’s main priorities are developing programmatic guidance and enhancing strategic approaches to fund management to ensure quality humanitarian programming and reporting, strengthening, and streamlining partner management, expanding the work of the pooled funds, bolstering visibility, communication, and resource mobilization, and strengthening learning and information management.
Considering these priorities, coherent data management and analysis to enable more succinct and joined-up pooled fund reporting and visualization will be critical to ensure internal and external accountability as well as support donor advocacy and engagement. The OneGMS, datahubs and BI Modules are all dependent on high-quality data input. The engagement of an ICT Senior Analyst - Reporting (Data Coordinator) to deliver quality data reporting and analyses is vital.
Purpose and Scope of Assignment
The project is seeking to expand its team with an ICT Senior Analyst - Reporting (Data Coordinator), who will deliver data-related project management support and coordinate data-focused analyses for the OCHA CBPFS. The CBPFS provides global-level support to the governance, management, and oversight of OCHA’s twenty Country-based Pooled Funds. The role of the incumbent will be to support and improve ongoing data-management processes, spearhead upcoming data-related reporting efforts, function as the focal point for CBPF data clean up and retrieval. The ICT SeniorAnalyst - Reporting (Data Coordinator) needs to be self-motivated and can thrive in a remote, international, multidisciplinary team. The right candidate has the skills to work independently and with a team to provide guidance on data-related processes to a diverse audience, takes initiative where needed and demonstrate problem-solving skills.
The incumbent of this position will be personnel of UNOPS under its full responsibility.
Functional Responsibilities
The incumbent will report to the Humanitarian Operations Specialist, under the overall guidance of OCHA´s Country-based Pooled Fund Section. The selected incumbent shall carry out the following activities:
Data Management for CBPFS
- Data Analysis and Reporting: Manage the data analyses required for the preparation of data dependent products including concept notes, thematic reports (such as cash, localization, gender, and disability etc.), talking points, advocacy, and communications materials. This includes conducting regular analyses to identify data gaps and deficiencies, which will inform strategic decisions.
- Data Quality Assurance: Liaise and coordinate with relevant stakeholders to ensure quality data processes, including validating data accuracy, consistency, and reliability, thereby ensuring that the data is accessible and meets the highest quality standards. Support the CBPFS on the preparation of Fund Balance information through collating, cleaning and analyzing data collected.
- Support for Data-Driven Initiatives: Collaborate with CBPFS Desk Officers and other Units, assist in the implementation of data-driven initiatives including providing insights into data availability, potential data limitations, and innovative data integration methods.
- Accessibility of Data: Supporting the development of internal and external BI systems, user interfaces through coordinating with the IMSDAU on OneGMS to ensure streamlined and accessible data.
CBPFS Annual Reporting
- CBPFS Annual Report exercise: Provide technical expertise to simplify the CBPFS Annual Report review, including support to the pooled funds on the presentation of data and preparing quality narrative content. Improves strategic value proposition of the CBPFs through reviewing all reports, identifying achievements, and programming highlights to be included in the reporting.
- Annual Report Data Preparation: Conduct the data analyses and data quality processes required for the preparation of the CBPFs Annual Report, including ensuring all data components required for the preparation of these reports are accurate and accessible to all Funds, and conducting quality control of draft versions to ensure consistency of data before publication.
Monitoring and Progress Controls - The incumbent will contribute to the team activity monitoring through its regular planning and by participating in the weekly team meetings, where the plans are reviewed.
