The New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP). It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries. The United Nations Department of Operational Support, Office of Information and Communications Technology (UN DOS-OICT) is responsible for the delivery of applications and technologies that satisfy the requirements of the Departments of Peace Operations and Operational Support (DPO/DOS) missions as well as Special Political Missions (SPMs).

The Policy and Best Practices Service (PBPS), OICT’s partner in this project, is part of the Policy Evaluation and Training Division (DPET) of the Department of Peace Operations. It provides support to both DPO and DOS. The core function of PBPS is to help improve the efficiency and effectiveness of peacekeeping operations through the exchange of good practices between missions, the development of guidance material that reflects lessons learned, and thematic policy support in selected areas. PBPS also leads several reform processes.

UN Peacekeeping helps countries to achieve lasting peace, supports political processes, protects hundreds of thousands of civilians and helps guarantee cease fires. Yet peacekeeping faces several challenges, and COVID-19 pandemic has had an impact on peacekeeping missions’ ability to deliver on their mandates. To respond to these challenges, the Action for Peacekeeping (A4P) initiative of the Secretary-General, launched in 2018, endeavors to mobilize collective support to strengthen peacekeeping. Missions have reported varying impacts of the COVID-19 pandemic on mandate implementation. Understanding the reasons for the contrasting experiences of missions is important, to inform preparedness for future crises; to enable the cross-fertilization of lessons learned and best practice between missions; and to inform planning and mandate implementation strategies going forward.

PBPS requires an ICT Senior Analyst – Reporting to contribute to a number of workstreams, including on COVID-19 response, A4P, the digital transformation strategy, and protection-related files. The ICT Senior Analyst – Reporting will carry out his/her tasks embedded in the Policy Planning Team of PBPS in New York. Under the overall supervision of UNOPS Senior Programme Manager, the incumbent will work under overall guidance of the Policy Planning team leader in New York. The incumbent will administratively report to the Data Analytics Specialist.

The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

Under the overall supervision of the UNOPS Senior Programme Manager or designated individual, the incumbent will work operationally under PBPS and will provide specific expertise in the implementation of analytics and data management solutions in support of the A4P and PBPS initiatives. The incumbent will be required to perform the following duties:

  • Turning data and general ideas into well-designed products with the guidance of senior staff and clients;
  • Support the development process, including guiding staff, scoping, design, implementation, testing and delivery;
  • Develop corporate visualization solutions derived from multiple data sources using state-of-the-art tools to enable insight and decision-making at various levels;
  • Develop data models, including performance measures, to enable scorecard analysis;
  • Develop report templates and briefing materials for reporting purposes;
  • Contribute to creation and design of online data visualizations;
  • Curate online content and messaging;
  • Create, manage and disseminate online surveys for internal and external audiences;
  • Perform ad-hoc analysis and present results in a clear manner;
  • Other tasks and responsibilities relevant to the scope of work as assigned.

The ICT Senior Analyst - Reporting will support the analytics and data management aspects of discrete areas of work of PBPS. The effective and successful achievement of key results by the ICT Senior Analyst – Reporting directly affects the overall efficiency of the office’s provision of services, impacting the quality and accuracy of work completed. Timely and accountable delivery of services ensures client satisfaction and promotes the image and credibility of the team and office as an effective service provider in strategic services.

Education/Experience/Language requirements

Education** - Advanced university degree (Master’s degree or equivalent) preferably in information technology, computer science, engineering, economics, statistics, business or in a field related to the post description is required. - A first level university degree combined with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

Required: - A minimum of two (2) years of experience developing, implementing and maintaining complex data analytics using simple and complex datasets. - A minimum of one (1) year of experience producing visualizations and materials (reports, presentations) to communicate data-driven insights.

Desirable: (The following experience is optional. Candidates who do not have it are welcome to apply) - Experience developing and maintaining websites using SharePoint, including the creation and maintenance of complex inter-dependent lists. - Experience developing dashboards in Power BI. - Experience building data analyses and visualizations in Microsoft Excel and PowerPoint. - Experience with HTML and web publishing. - Experience creating surveys using tools such as Enterprise Feedback Management System (EFMS) Verint or similar.

Language requirements- For the position advertised, fluency in English (read, write, speak) is required. - Knowledge of French is desirable.
