The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

The Digital Tools and Platforms team, as part of UNICEF’s Information and Communication Technology Division (ICTD) works with all divisions, regional and country offices to provide and manage web and internet related services. Divisions include Department of Global Communication and Advocacy, Private Sector Fund Raising, Department of Finance and Management, Data Analytics, Programme Effectiveness and others. Services include the provisioning, optimization, expansion, and maintenance of UNICEF’s Enterprise Web platforms.

How can you make a difference?

Under the direction of the ICT Specialist, the ICT Officer will provide development services and support on UNICEF’s web platforms. The role will customize, enhance, and expand platform services and applications and will provide daily support for external facing web content management systems.

Supporting UNICEF’s web platforms, as well as peripheral software services and tools are critical to protect UNICEF’s online reputation in terms of platform availability, performance, and integrity.

UNICEF’s web platforms are predominantly Drupal based, hosted on the Acquia platform. Smaller services are based on WordPress and Microsoft Azure Web App Services.

The platform and associated capabilities need to be expanded to contribute to UNICEF’s growing digital goals. The ICT Officer will bring knowledge leadership to the team and will contribute to shaping the overall digital offering.

The ICT Officer will develop a collaborative working environment and will maintain effective partnerships. The ICT officer will be required to work primarily in Central European Time (Valencia), but with flexibility to adjust as-and-when needed, especially while providing release deployment and production environment/application support.

Key responsibilities:

Platform and Application Development • Develop, configure and implement new business features on the web platform, based on user stories provided by the business product owners. • Enhance existing platform and application features. • Validate and clarify requirements from business product owners. • Follow the prescribed DevSecOps processes during feature delivery. • Follow development guidelines and contribute to improving development guidelines. • Keep project, DevOps and technical documentation and reporting tools up to date. • Conduct unit testing and participate in integration testing

Support and Maintain UNICEF Web Platforms • Provide first level maintenance on the platform, resolving critical issues timeously and addressing root cause issues effectively. • Ensure platform housekeeping is up to date and development standards are followed and enhanced. • Assist the ICT Specialist in planning and executing all software, hardware, and service migration related projects for the external facing web environment. • Troubleshoot UNICEF’s web content management platforms, hosting services and other applications. • Resolve support tickets raised by UNICEF businesses as per the prescribed tools and processes. track, update and monitor issues, and provide solutions in a timely manner. • Implement capabilities to automate and operationalise the monitoring of features and applications.

DevSecOps • Perform the agreed DevOps processes and use the required tools. • Follow and implement security controls in the development and release cycle. • Uphold the strict release processes. • Uphold and update platform documentation.

Knowledge Leadership • Assist in software selections and services evaluations, make recommendations. • Interface with Architects and other units in the organisation to recommend new technology opportunities based on research and investigations as well as proof of concepts. • Analyze non-functional requirements and opportunities for improvements in projects. • Provide analytical contributions and make suggestions on how to improve our overall web delivery services. • Advise on and implement web development best practices. • Advise on and implement development security best practices.

Preparation and maintenance of documentation • Ensure necessary technical documentation for tools and modules is in place. • Prepare application documentation, update procedures and processes as necessary. • Measure and periodically report on key performance indicators identified for the function.

To qualify as a champion for every child you will have…

Academic Degrees and Training: • A first university degree (Bachelor’s degree or equivalent) in computer science, software engineering, information technology management, business administration or related social science field is required. • Training in relevant disciplines, major or substantial course work in websites and web applications development is highly desirable.

Required Professional Experience: • A minimum of 2 years of hands-on development experience is required. • Experience in Drupal is required, including custom module development, key contributed modules and core API, Acquia BLT.

Required Skills: • Strong analytical and interpersonal verbal and written communication skills • Excellent troubleshooting and problem-solving skills with attention to detail • Ability to foster excellent work relationships, and work in a team environment • Ability to multitask and prioritize multiple projects/activities, and work independently • Ability to stay abreast of new technologies and ability to support UNICEF web development projects to improve efficiency and effectiveness of business unites • Results-oriented, reliable, able to work under pressure • Eager to embrace current and emerging web technologies

Desirable Skills and Experience: • Experience with Drupal 9 preferred • Proficiency in the optimization, maintenance and administration of Drupal modules and sites • Proficiency in Drupal-adjunct technologies, such as the LAMP stack, HTML, CSS, jQuery/JavaScript, SaaS, Varnish, SOLR, Rest, Behat, Travis • API services, multi-dev workflow with either a Front End focus or Backend focus and decoupled Drupal. • Experience using Acquia as the infrastructure platform for Drupal. • Hands-on experience with PHP and MySQL database. • Working knowledge of development frameworks, such as Symfony. • Working knowledge of SEO coding best practices. • Hands-on experience developing responsive designs, A/B and multivariate tests. • Working knowledge of open source and third-party applications integration, including taxonomy, search, and analytics into existing systems. • Familiarity with Agile methodology and Scrum framework, version control systems, such as Git continuous integration system and automated testing practices. • Familiarity with content caching technologies and techniques, understanding of OS and application security and vulnerability assessments. • Prior experience of other enterprise content management systems such as WordPress and cloud services like Microsoft Azure, AWS. • Experience with modern JavaScript frameworks (e.g. Angular, React)

Language Requirements: • Fluency in English is required. • Working knowledge of another official UN language (Spanish, Arabic, Chinese, French, Russian) is desirable.
