Purpose for the job:

The ICT Officer (Full Stack Software Developer for T4D) will provide technical support to the Regional Office and Country Offices in Europe and Central Asia Region (ECAR) for back-end and front-end development, customization, enhancement, and daily support activities for digital innovation for programme; identification, assessment and integration of digital tools into UNICEF programming and government systems; identifying and supporting Open-Source/Digital Public Goods (DPGs); documentation of the best practices; and maximizing the potential for the scale-up and sustainability of technology and digital innovation for UNICEF programming.

The incumbent is directly supervised by the Regional Technology for Development (T4D) Business Analyst but works closely with Regional and Country Programme, ICT, T4D and Innovation staff, and in close liaison with the ICT Division (ICTD), the Digital Centre of Excellence (DCOE) and the Office of Innovation (OOI).

Summary of the key functions, accountabilities and related duties or tasks include:

  1. Assist in designing, developing, and deploying open-source digital solutions for UNICEF programme
  2. Provide help and assist with capacity building of relevant staff and knowledge management to scaleup digital solutions.
  3. Support and engage in T4D operation and research for new technologies.
  4. Assist in developing standards and strategies for Technology-enabled Programming.

    Key functions, accountabilities and related duties or tasks:

  5. Assist in designing, developing, and deploying open-source digital solutions for UNICEF programme

  • Provide support and technical assistance to the regional office and Country Offices in ECAR in the identification, selection, and deployment of open-source T4D solutions to address bottlenecks towards the achievement of programme results.
  • Work closely with software development teams to determine application deployment and configuration requirements; understanding capacity and performance requirements and providing platform support and help with system testing and troubleshooting.
  • Participate in the design and development of infrastructure integration services for T4D solutions.
  • Perform functional and technical analysis to translate customer requirements into software specifications and user stories.
  • Assist in the review of technical solutions to ensure UNICEF policy and standards are followed and contribute to project management processes.
  • Support user-centred design methods to enable user-acceptance testing, analysis, evaluation, and documentation. 2. Provide help and assist with capacity building of relevant staff and knowledge management to scaleup digital:

  • Provide technical and operational support to country offices for T4D solutions.

  • Identify, capture, synthesize and share lessons learned from T4D for integration into broader knowledge development planning, advocacy, and communication efforts.
  • Offer or coordinate training workshops or clinics to build end-users' capacity or to introduce new solutions and services.
  • Support capacity building of programme staff and partners in analysing the large amounts of data generated through T4D initiatives, including the use of data visualization techniques and analytics tools
  • Support the planning, organization and implementation of capacity-building and knowledge-management initiatives to enhance staff competencies.
  • Participate in-person or remotely in the country, regional and global events and discussions setting the future of ICT evolution to achieve UNICEF mission.
  • Stay abreast of ICT trends, developments, and best practices through professional development –journals, training, certification, etc. 3. Support and engage in T4D operation, partnerships, and research for new technologies

  • Assist in maintaining an inventory of Technology and Innovation intervention and digital assets.

  • Support the development of partnerships and networks with local solution providers, NGOs, the private sector, and academia to build and provide a space to nurture and test innovative technologies.
  • Participate in and facilitate the establishment of strategic long-term engagements (such as LTAs, PCAs and MoUs) with strategic partners in ECAR.
  • Assist programme sections in identifying and assessing new T4D initiatives or phases of ongoing initiatives to help improve UNICEF programming.
  • Assist in updating a catalogue of country-specific T4D partners and their profiles/areas of engagement to promote and enhance UNICEF goals for outcomes for children through the use of Technology for Development.

    4. Assist in developing standards and strategies for Technology-enabled Programming:

  • Support implementation of the technology and digital innovation strategy for the country offices.

  • Help monitor, development and quality assurance during planning and deployment of T4D initiatives.
  • Participate in developing and maintaining standards for back-end and front-end web/app design, development and deployment activities
  • Assist in the facilitation of project management methodologies trainings for T4D solutions and support the application by staff, counterparts and implementing partners.

    Impact of Results

The ICT and T4D functions support UNICEF’s mission and strategic plan by enabling programme and operational effectiveness and efficiency through innovation, partnerships and providing ICT and T4D solutions and services in a timely, secure and safe manner.

With regards to the performance of the incumbent, any failures not properly addressed or corrected will have high operational and damaging impact to UNICEF office as a whole. The absence or lack of a sound management of the ICT functions will affect UNICEF’s ability to support local counterparts and implementing partners and potentially affect UNICEF ICT globally and possibly have legal or financial repercussions affecting UNICEF’s brand and reputation.

To qualify as an advocate for every child you will have…

  • A university degree in computer science, software engineering, information technology management, business analysis, or another relevant technical field is required.
  • A minimum of one year of professional experience in information technology management, project management, software development and business operations in a large international organization and/or corporation is required. Experience in a UN organization is an asset.
  • Certification and/or proven experience in one of these several ICT technical competencies: ICT Project Management, Business Analytics, Information Security, ICT Audit and Risk Management, Telecommunications, Networks Information Security and Software Engineering and Programming
  • Developing country work experience and/or familiarity with emergencies is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
