The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

How can you make a difference?

The growing number of humanitarian emergencies and their increasing reliability on technology is requiring ICT emergency responses to be even more efficient and effective. For this purpose, the Information and Communications Technology (ICT) Business Relationship Management team is looking for an ICT Officer (Emergency Preparedness and Response) to support the strengthening of ICT emergency preparedness and response efforts across all operations.

ICT emergency preparedness refers to the planning process undertaken before an emergency to enable an effective and timely emergency response. Preparedness is a key pillar of emergency response as it can limit its impact on the ICT infrastructure. The team is looking at strengthening both the internal UNICEF ICT emergency preparedness efforts as well as the external, local, and government-led ICT emergency preparedness work.

The nature of requests for technology during emergencies is also increasing and with it, ICT officers’ pool of demands. Having the right information and tools to respond in a timely manner is key to an effective response. The team is looking into expanding the support provided to staff on ground during emergencies.

The ICT Officer (Emergency Preparedness and Response) will report to the Senior Business Relationship Manager Emergency Programmes and Humanitarian Response).

Key responsibilities:

The ICT Officer (Emergency Preparedness and Response) will have two main areas of responsibility: emergency preparedness, and support to emergency response. Specifically, the candidate will lead ICT emergency preparedness efforts internally for UNICEF and externally for local actors (namely government counterparts). Within the area of emergency response, the ICT Officer (Emergency Preparedness and Response) will proactively support the ICT Manager and ICT Officers in the field in the implementation of technology for development projects.

1. Lead the ICT Emergency Preparedness efforts:

  • Ensure the field has access to up-to-date and relevant documentation to carry-out emergency preparedness efforts. Work closely with ROs and COs to identify new areas of support required and coordinate and carry-out the development of new documentation as needed.
  • Lead the ICT Emergency Preparedness for local actors’ portfolio. Support closely COs on the exploring and implementation phases of these projects. Work closely with other humanitarian agencies to design adequate training and joint implementations.
  • Explore synergies with ongoing and planned work on early warning systems. Support global and field applications.
  • Work with other divisions to ensure internal alignment with emergency preparedness efforts.

2. Support ICT Emergency Response efforts:

  • Support the ICT manager on the support to COs during corporate humanitarian emergencies. Specifically, support the documentation, coordination and technical assistance being provided to COs on technology-for-development implementations.
  • Identify, capture, and share lessons learned from technology for development implementations for integration into broader knowledge development planning, advocacy, and communication efforts.

3. Knowledge Management

  • Document and share information from the different initiatives with relevant stakeholders within and outside ICTD.
  • Work with other teams and other divisions to develop documentation to enhance the field’s access to ICT emergency preparedness and response tools.

The duration of the assignment is of 8 months.

To qualify as an advocate for every child you will have…

Academic Degrees: • A university degree (Bachelor’s Degree or equivalent) is required in Digital Transformation, Business Analysis, ICT Management, Computer Science, Innovation, Digital Development, International Development or another relevant technical field.

Required Experience:

A minimum of 2 years of professional experience in information communication technology in a large international organization or corporation is required, including:

  • Experience with emergency preparedness
  • Experience supporting IT projects in humanitarian settings Experience identifying, designing and implementing solutions for large-scale projects with technical components
  • Experience with ICT, mobile and web-based technologies, particularly designing or deploying tools appropriate to the region
  • Experience applying technical solutions to address programmatic issues

Desirable:

  • Experience in Open Source, mobile and emerging technology applied to UNICEF programme areas
  • Experience with digital public good technologies, and deploying, maintaining and scaling these technologies
  • Experience with global ICT emergency preparedness for internal agencies and with local governments

Language Requirements: • Fluency in English is required. • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
