The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programs globally through the use of innovative technology-enabled solutions.

The knowledge management support of Information and Communication Technology Division (ICTD) works with HQ divisions and UNICEF offices to provide web and internet related services including web development, customization, and administration support for web content management systems, applications and website hosting environments.

How can you make a difference?

Under the direction of the ICT Specialist, the main purpose of this post is to provide back-end and front-end web development and customization support to the external-facing web content management systems/applications that are currently used by Division of Communication (DOC) and developed as part of the Digital Transformation Project for external digital communications and engagement. The incumbent will work as a full stack developer for the external-facing web content management systems/applications and hosting platform. In addition, the post's role is to make professional analytical contributions, develop a collaborative working environment, maintain effective partnerships with clients and reliably deliver professional quality services and products. The post backs up the ICT Officer and/or ICT specialist, when he/she is not in the office.

Purpose of the position

Provide first level back-end and front-end development, customization, enhancement, and daily support for the external facing web content management systems/applications following the requirements, roadmap and timelines set out by DGCA, the business unit. The other responsibilities include researching, investigating and testing of new web technology and tools, as well as documentation and presentation of all findings and recommendations for future implementations. In addition, the incumbent assists the ICT Specialist and/or ICT Officer in planning and executing all software, hardware, and/or service migration related projects/activities for the external facing web environment

The ICT Officer reports to the ICT Specialist at the P-3 level.

Key responsibilities:

Provide first level maintenance, enhancement, and troubleshooting support for web content management and hosting system/applications: • Collaborate with Division of Communication Global Training and Support Lead to provide technical support and assistance to headquarter and field office staff in the sphere of website issues, and related areas. • Perform enhancement and customization to implemented solutions. • Track and monitor issues and provide solutions in a timely manner. • Run and analyze Quality Assurance tests (e.g. unit tests, acceptance tests, regression tests).

Preparation and maintenance of documentation: • Ensure necessary technical documentation for tools and modules is in place. • Prepare application documentation, update procedures and processes as necessary. • Measure and periodically report on key performance indicators identified for the function. • Monitor and analyze key indicators and statistics of the relevant sites, keep statistics and periodically produce a report on findings.

Research, evaluation of new technologies: • Conduct research and make recommendations on web tools, software and services for external-facing websites. • Assist in tools and software selection and vendor evaluations. • Interface with other units in the organization to recommend new technology opportunities that will have an impact on external-facing web applications and environment.

To qualify as a champion for every child you will have…

• A first university degree (Bachelor’s degree or equivalent) in computer science, software engineering, information technology management, business administration or related social science field is required. • Training in relevant disciplines, major or substantial course work in websites and web applications development is highly desirable. • A minimum of 2 years of hands-on development experience is required, including experience in: Drupal 8 & 9, including custom module development, key contributed modules and core API, Acquia BLT. • Strong analytical and interpersonal verbal and written communication skills. • Excellent troubleshooting and problem-solving skills with attention to detail. • Ability to foster excellent work relationships, and work in a team environment. • Ability to multitask and prioritize multiple projects/activities, and work independently. • Ability to stay abreast of new technologies and ability to support UNICEF web development projects to improve efficiency and effectiveness of business unites. • Results-oriented, reliable, able to work under pressure. • Eager to embrace current and emerging web technologies. • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
