Purpose of the Position

The CSU Team aims at providing administrative, Logistics and related ICT support required to build a conducive working environment for staff members The objective of this position is to provide information and communication technology services to the WHO country office

Objectives of the Programme and the immediate unit, or field activity (general overview of the programme)

Country Administrative Support Units (CSUs) have been established in the organizational structure to assist managers and staff in fully discharging their responsibilities in the Global Management Information System (GSM) environment and to ensure compliance with institutional policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an enterprise resource planning (ERP) system.

Organizational context

The Information and Communication Technology (ICT) Officer oversees the implementation of all ICT services at the level of his or her office of assignment. The incumbent liaises with counterparts within the Organization to ensure the efficient and effective functioning of ICT operations. In addition, he or she acts as an interface with ICT service providers to ensure efficient and quality ICT services and maintenance in the office.

Summary of assigned tasks (describe what the incumbent needs to do to achieve key objectives; include key deliverables)

  1. Advises the Head of the WHO Country Office (WHO Representative) for informed decision-making on ICT issues; is the lead for ICT activities at the WHO country office level;
  2. Ensures the implementation of WHO ICT strategies, as well as the implementation and execution of new results-oriented technologies. To achieve this, the incumbent must:

· Ensure compliance with institutional information management, information security policies, technology standards, guidelines and procedures for the country office's technology environment.

· Participate in the development and implementation of the annual ICT plan and standard operating procedures for information and communication technology services; and

· Participate in the technical evaluation of draft programmes (ICT component) and meetings related to information and communication technologies.

  1. In collaboration with the ICT Management Team in the Regional Office for Africa, the ICT Officer ensures the effective functioning of the country office's ICT infrastructure with a view to achieving results, including:

· Ensure the efficient operation, installation and maintenance of all WHO computer equipment, including the acquisition of computer consumables and the management of service providers.

· Perform specific technical functions, including the replacement of electronic components (disks, storage devices, network cables, power sources, etc.) and routine troubleshooting not covered by a warranty.

· Install commercial and WHO-developed software, as well as upgrades, in accordance with relevant global policies.

  1. Coordinates the installation and maintenance of all IT equipment and software, in accordance with the standards prescribed by the WHO Regional Office for Africa for ICT management

  2. Ensures continuous and efficient IT services in the office; Manages software and updates.

  3. Installs and maintains the local/wide area network (LAN/WAN) and data transmission systems in accordance with the ICT standards defined by the WHO Regional Office for Africa (Windows Operating System 7/8/10/Server 2008/2012, TCP/IP, Ethernet, VPN, PIX, Firewall, Proxy server, VSAT, VoIP, SNMP. DNS, DHCP, etc.) ;

7. Implements and ensures the security of the IT infrastructure (in this case protection against hacking and viruses, power outages, fires, etc.); Ensures regular backup of data files to a server. establishes and is responsible for maintaining data recovery procedures in the event of a computer disaster.

8. Conducts an inventory of computer equipment and software; maintains, diagnoses problems and repairs computer equipment; develops and shares a quarterly report on the inventory of computer equipment, as well as a monthly activity report.

9. Provides in-house training or assistance to staff members on the use of computer equipment (computer accessories) and software.

10.Assists in the design and implementation of database and other computer applications;

11. Coordinates the activities of external consultants; liaises with other agencies of the United Nations system and external partners on information and communication technology;

12. Performs other related duties as assigned

Functional skills and knowledge (describe the specific skills and knowledge of the position)

  • A very good knowledge of LAN and TCP/IP networks, Windows 7/8/10, Windows 2008/2012 Server, Microsoft Active Directory.
  • Good knowledge of computer security, including firewalls and antivirus protection.
  • Good knowledge of data backup and disaster recovery procedures.
  • Good knowledge of database programming.
  • An ability to analyze and solve problems.
  • An ability to draft technical documents

Education Qualifications:

Essential:

University degree in electronics, communications engineering, or computer science.

Desirable:

Postgraduate degree in telecommunications and information technology management, or another related specialty.

Experience:

Essential:

At least one year of experience in the field of information and communication technology administration.

Good command of the WHO enterprise resource planning system (GSM-Oracle) or similar enterprise resource planning systems; experience in training staff in the use of information systems.

Desirable:

Experience in integrating voice-data communications – local area network (LAN) design, maintaining and troubleshooting router configuration, IP address systems, Internet/tunneling.

Languague Skills

Essential: Excellent knowledge of Portuguese

****Desirable:**** Working Knowledge of English or French

Other Qualifications:

  • Very good knowledge of enterprise resource planning systems and processes.
  • Strong computer skills in office applications, including Excel, Power Point and Word.
