The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

UNICEF Enterprise Resource Planning Systems that run UNICEF’s core business applications are the backbone without which the organization will be severely diminished in its ability to execute its mandate. Business Partner systems are specialized systems that fill the gaps present in the ERP tool to address specific business requirements. UNICEF Business rules, business processes, IPSAS principles and integration with business partner systems are integral components of these systems. It is critical that these systems run optimally and ensure that the integrity of the business information is maintained across the integrated landscape with a high availability to all UNICEF offices. The responsibilities of this position ensure that:

• Business Application systems are designed, developed and function as desired and ensure smooth business operations. • Events that threaten the functioning of these systems are identified and mitigated in a timely manner. • Support systems are in place and function as per the stipulated support tiers and support calls are resolved as per the agreed Service Level Agreements. • Documented change management systems are followed to ensure that the defined standards/guidelines, documentation, and traceability of changes are adhered to.

How can you make a difference?

The ICT Manager (Programme, Budget and HACT) will be responsible to lead the design, development, implementation, and maintenance of the UNICEF Enterprise Software Applications in the areas of Financial Budgeting, Funds Management, Grants Management, and Programme Management. The ICT Manager is also responsible for assuring integration with other application modules in the functional areas of Finance, Human Resources, Payroll, and Logistics modules.

Other responsibilities include systems configuration, preparation of specifications for enhancements, modifications, and reports to meet functional area requirements, and supervision of the implementation of enhancements and fixes. The incumbent provides information technology solutions and expert advice on best practices and techniques for the development and implementation of information technology solutions for the organization.

The ICT Manager reports to the Chief, Internal Capability Systems at the P-5 level and supervises 2 fixed-term staff members at the P-3 level. This post may also supervise additional positions in the future as the role expands and will oversee the work of consultants.

Key responsibilities:

• In the assigned functional areas, plans, prioritizes, and manages development and maintenance of UNICEF Enterprise Business Applications. • Coordinates related development across functional areas, with different development teams, partners, or contractors, located on-site or offshore. • Liaises with and coordinates with other project team members for system implementation, quality assurance, interface development, and integration. • Contributes to the development of standards for application development processes and quality controls. • Performs vendor management functions as needed for contractor implemented activities. • Interprets and analyses changes in UN and UNICEF Policies and Procedures and new business requirements affecting existing Enterprise Software Applications or requiring new information technology solutions. • Performs impact analysis, develops business cases, resourcing and functional requirements in collaboration and consultation with business, other IT staff and partners. • Develops and provides recommendations and solutions for business and technical requirements, functional specifications, wireframes, integration design, and other project artifacts required for development and implementation. • Provides technical and operational guidance for business applications, Subject Matter Experts (SMEs) and end users. • Diagnoses system issues and implements solutions to resolve the issues. • Liaises with and coordinates with various IT sections in UNICEF headquarters, field offices, and other UN organizations for system implementation, quality assurance, interface development, user support and training activities. • Keeps abreast of developments within the area of information technology and advises supervisor on new application areas and technology roadmaps. • Evaluates vendor and software prior to purchase of services and products. Recommends procedures for subsequent installation, integration and training. • Advocates and provides new information technology solutions for business needs of UNICEF users. • Performs any other relevant duties requested by the supervisor including supervision of consultants –onsite or off-shore- for project work.

Academic Degrees: • Advanced university degree (Master’s Degree or equivalent) in Computer Science, Business Administration, Engineering, Computer Sciences, or a related field is required. A first university degree (Bachelor’s Degree) in a relevant area combined with 10 years of relevant professional work experience may be taken in lieu of an advanced university degree.

Required Professional Experience: A minimum of 8 years of practical professional work experience in financial systems configuration and development, and hands-on technical working experience in programming or systems development is required, including experience in: • System analysis, design, development, and implementation related to enterprise resource planning type projects. • SAP and Oracle based ERP systems in the areas of Finance, Funds Management and Project systems. • Oracle Hyperion cloud systems for planning, budgeting, and forecasting. • Managing application development on SAP HANA and Oracle databases. • Use of SAP Fiori, Business Technology Platform (BTP) and cloud analytics. • Data structure formats such as CSV, XML, and JSON. • Microservices architecture, application integration services such as SOAP, REST, OData services and API management tool sets. • Agile, DevOps and CI/CD practices. • Applying all the phases of system development life cycle methodologies. • Business process and user requirements analysis, system integration, system configuration and system testing and user support. • Project management with ability to apply various standard project management methodologies. • Security frameworks and how they can be applied to software development. • Managing diverse teams, vendor management and sourcing.

Desirable Skills and Experience: • Experience with public sector financial rule, regulations, and IPSAS standards. • Certification in project management. • Work experience in Microsoft (including SharePoint) and middleware cloud platforms. • Work experience in various CI/CD, DevOps, project management tool sets.

Language Requirements: • Fluency in English is required. • Working knowledge of another official UN language (Spanish, Arabic, Chinese, French, Russian) is desirable.
