What we are looking for The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional that will promote, design and provide governance to the ICT infrastructure, initiatives, tools and systems aligned with the global policies, guidance and procedures according to the local context and needs in Colombia, Ecuador and Panama.

What you will do 1. Ensure that country ICT set up is implemented according to NRC policies, strategies, tools, and procedures. 2. Manage performance and staff development of the members of the ICT unit in the Colombia operation. 3. Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements. 4. Provide input on operational support to the Country office Plan of Action, and to coordinate and align operational support with programme and units plans at Colombia operation level. 5. Responsible for guidance, support and capacity building to programme staff and line managers to ensure implementation of ICT policies, strategies, tools, and procedures across the country operation. 6. Contribute to country programme development projects where ICT is relevant for the programmes, including budgets and reporting to partners according to deadlines and quality requirements.

What you will bring

  • Degree level in computer science or equivalent
  • Minimum 3 years of experience from working as an ICT Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Project management skills
  • Fluency in advanced technical English and excellent written and spoken Spanish.
  • Knowledge and experience within ICT tools as: O365 and Microsoft Azure and AWS environments, Windows11 environment, Antivirus Software: F-Secure, Service Desk Solutions, Backups and DRP, MySQL databases, Salesforce, PaaS, SaaS, Networking: Cisco Meraki Network devices and platform, TCP/IP, LAN/WAN.

  • Contract: national contract, fixed term: 12 months
  • Travel: up to 30%
