The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

The ICT Manager (Business Intelligence) works in the Solutions Center and Support Section in ICTD. One of the center’s goals is to provide adequate, user-friendly, and modern business solutions to UNICEF’s different departments and stakeholders as well as providing guidance, governance, and procedures to several enterprise processes such as data collection, program monitoring, digital tools and platforms, and business process optimization throughout the organization. These goals are aligned with the organizational strategy, enterprise architecture, and information management requirements of UNICEF’s different stakeholders.

This position reports to the Deputy Director at the D-1 level and supervises 4 fixed-term ICT Specialists at the P-3 level and 1 fixed-term ICT Officer at the P-2 level.

How can you make a difference?

Under the general guidance of the Deputy Director, the ICT Manager (Business Intelligence) has major responsibilities as Lead Technical Advisor and Quality Assurance Officer for the development, implementation and maintenance of UNICEF's Performance Management and Business Intelligence BI systems, custom development and customization for all of UNICEF's applications and landscapes (InSight, VISION, CRM, Talent Management System, Business Warehouse, UNICEF data warehouse, data from UNICEF internal non-ERP systems, open data dissemination sites). This includes building dashboards, key performance indicators, data visualizations, reports, data interfaces, data dissemination services and microsites. This also includes enhancements, modifications, reports, forms, custom dashboards, custom applications, interfaces to internal and external systems, and data dissemination sites.

The ICT Manager will lead a team of staff members and consultants to maintain in-house developed systems. The incumbent is responsible for establishing, documenting and implementing programing standards and performing quality assurance on programs developed by other analysts and programmers before they are moved to the production environments. The ICT Manager will also provide expert advice on best practices and techniques for the development and implementation of tailored solutions for the organization. The incumbent will propose information technology solutions for various business areas of UNICEF.

Key responsibilities:

Advises UNICEF staff and consultants in various business intelligence performance management system development and maintenance phases, e.g. requirement analysis, prototyping, design, programing, testing and evaluation. Reviews specifications for proposed enhancements, reports and formats to determine technical soundness, cost benefit, ease of maintenance and user-applicability.

Designs database architecture, data warehouse, and business intelligence solutions and custom applications based on business requirements and specifications. Manages projects to completion on schedule with Business Intelligence Team members and business partners. Oversees development of interface specifications, programs, utilities for data dissemination interfaces between SAP, UNICEF data warehouse, custom web applications and other systems both internal and external to UNICEF.

Oversees quality assurance of programs, procedures and documentation within Business Intelligence Team. Promotes utilization of standard methodologies that will render productive systems designs and programming techniques among other ICT staff.

Ensures that development teams are complying with Business Intelligence/SharePoint systems development standards and methodology. Assures that all new developments are in compliance with restrictions set forth by vendor and licensing agreements.

Keeps abreast of developments within the area of information technology and advises supervisor on new application areas and technology. Evaluates software prior to purchase and recommends procedures for subsequent installation, integration training.

Advocates and provides new information technology solutions for business needs of UNICEF users. Promotes adaptation of Business Intelligence solutions through training and presentations.

Liaises with vendors and business partners to report and follow-up on product issues and coordinate resolution. Researches databases and documentation provided by vendors to identify best-possible solutions. Monitors problems reported by other members of the team, to assure they are being followed-up upon adequately.

Strategically leads, supervises, develops, and empowers staff under supervision. Promotes culture of performance management, providing timely guidance, feedback and support to supervisees. Monitors work progress and ensures results are achieved according to schedule and performance standards. Promotes a team environment of staff well-being, accessibility and inclusion. Develops work plans and targets based on strategic division and organizational priorities.

Performs any other relevant duties requested by supervisor, including acting as OIC for the section, supporting strategic planning processes and supporting technical architecture initiatives.

Academic Degrees: • An advanced university degree (Master’s Degree or higher) in Business Administration, Engineering, Computer Science or a relevant area is required. • A first university degree (Bachelor’s Degree or equivalent) in a relevant area combined with 10 years of practical professional work experience at the national and international levels in system analysis, design, development and implementation may be taken in lieu of the advanced university degree. • Training in Microsoft technologies, Data Warehouse technologies, tools for custom application development, and SAP Business Warehouse Systems development is required

Work Experience: • A minimum of 8 years of practical professional work experience at the national and international levels in information technology systems is required. • Practical experience in architecting, developing, maintaining, and supporting Business Intelligence applications, Business Intelligence toolsets, dashboards and key performance indicators using Microsoft technologies including SharePoint and .net is required. • Practical experience integrating with SAP Business Warehouse is required, preferably with one or more modules of Materials Management, Sales and Distribution, SAP Finance, Procurement and Warehousing. • Practical experience in the information technology disciplines, business process user requirements analysis, systems integration (development, implementation and operations), and systems administration is required. • Practical experience in third-party interfaces to and from SAP and other non-SAP systems is required. • Practical experience in a multi-vendor application development environment and with the implementation of software development methodology is highly desirable.

Language Requirements: • Fluency in English is required. • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
