The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

UNICEF Enterprise Resource Planning Systems that run UNICEF’s core business applications are the backbone without which the organization will be severely diminished in its ability to execute its mandate. UNICEF Business rules, business processes, IPSAS principles, and integration with business partner systems are integral components of these systems. It is critical that these systems run optimally and ensure that the integrity of the business information is always maintained across the integrated landscape with a high availability to all UNICEF offices. The responsibilities of this position ensure that:

• Business Application systems function as desired and ensure smooth business operations. • Events that threaten the functioning of these systems are identified and mitigated in a timely manner. • Support systems are in place and function as per the stipulated support tiers and support calls are resolved as per the agreed Service Level Agreements. • Documented change management systems are followed to ensure that the defined standards/guidelines, documentation, and traceability of changes is adhered to.

How can you make a difference?

The ICT Manager is responsible to lead the design, development, implementation, and maintenance of UNICEF Enterprise Software Applications in the areas of Supply Chain Management. The incumbent will lead a team to deliver business solutions by maintaining close interaction with relevant business owners to plan, prioritise and manage UNICEF’s business application systems.

The incumbent will also be responsible for ensuring the integration with other application functional areas of finance, project systems and funds management. Other responsibilities include systems configuration, preparation of specifications for enhancements, modifications, and reports to meet functional area requirements, and supervision of the implementation of enhancements/fixes related to the assigned functional area.

The ICT Manager provides information technology solutions and expert advice on best practices and techniques for the development and implementation of business solutions for the organization. The incumbent makes recommendations to business divisions on devising optimal business processes and enabling them in the enterprise business application systems.

The ICT Manager reports to the Chief, Internal Capability Systems at the P-5 level and supervises one ICT Specialist at the P-3 level and one ICT Officer at the P-2 level. This role will also oversee the work of consultants.

Key responsibilities:

Plans, prioritizes, and manages development and maintenance of UNICEF Enterprise Software Applications in Supply Chain Management including configuration, integration, testing, training and documentation. Coordinates related development across functional areas, with integrated development teams, partners, and vendors as needed. Manages resources and supervises a team of international staff and consultants to ensure success of initiatives and planned activities. Contributes to the development of standards for application development processes and quality controls.

Interprets and analyses changes in UN and UNICEF policies and procedures and new business requirements affecting existing enterprise software applications or requiring new information technology solutions. Develops business cases along with budgetary requirements in collaboration with business counterparts, other IT staff and partners. Prioritizes and assigns resources to projects and takes initiative to implement business applications. Provides recommendations and solutions for business by creating technical process design, functional specifications required for development and implementation.

Possesses and acquires technical know-how of ongoing and emerging technologies at the level required to perform technical designs for integrated business solutions. Provides technical and operational guidance for ERP application to subject matter experts and end users. Diagnoses system issues and implements solutions to resolve the issues.

Acts as liaison to various IT sections, business process owners, users, and other partners regarding issue resolutions, system improvements, quality assurance, interface development and training activities.

Keeps abreast of developments within the area of information technology and advises supervisor on new application areas and technology. Evaluates software prior to purchase and recommends procedures for subsequent installation, integration, and training. Advocates and provides new information technology solutions for the business needs of UNICEF's users.

Performs any other relevant duties requested by the supervisor and supervision of onsite as well as offshore consultants.

Academic Degrees: • Advanced University degree in Computer Science, Business Administration, Engineering, Computer Science, or a related field is required. • A first university degree in a relevant area combined with 10 years of practical professional work experience, including extensive practical working experience in ERP Supply Chain Management systems configuration and development, may be taken in lieu of the advanced university degree.

Professional Experience: A minimum of 8 years of practical hands-on working experience in programming or systems development at the national and international levels is required, including experience in: • System analysis, design, development, and implementation related to enterprise resources planning type projects. • SAP ERP systems in the areas of Supply/Logistics and integration with financials and funds management. • Business process and user requirements analysis, system integration, system configuration and system testing and user support. • Project management. • Leading professional diverse teams. • Vendor management and sourcing. • Public sector financial rules and regulations. • System Development Lifecycle methodologies. • Software testing tools and methodologies. • Developing SAP programs, reports, forms, workflows using ABAP, WebDynpros, CDS Views, SAPUI5 and SAP Fiori applications. • SAP Web-IDE, HANA Studio, SAP Business Technology Platform (BTP).

Required Skills: • Ability to conceptualize, monitor and guide development and monitoring of interfaces with SAP Process Orchestration (PO), OData services in SAP Gateway, SOAP and REST webservices. • Ability to apply all the phases of system development life cycle methodologies and standards to the design and development of business solutions. • Strong technical and business process documentation skills.

Desirable Skills and Experience: • Certification in project management is desirable. • Knowledge of IPSAS standards is desirable. • Experience with Microsoft (including SharePoint), middleware cloud platforms is desirable. • Knowledge and experience with SAP ERP systems in the areas of HR, project systems, funds and grants management are an asset. • Experience with software testing methodologies is an asset. • Formal training in SAP R/3 functional areas of Supply/Logistics, configuration and integration with Financials is an asset. • Formal training in Systems Application Development Project Management is an asset.

Language Requirements: • Fluency in English is required. • Working knowledge of another official UN language (Spanish, Arabic, Chinese, French, Russian) is desirable.
