OBJECTIVES OF THE PROGRAMME

The Department of Administration and Finance provides region-wide support on the full range of administrative, financial, Information Technology, personnel, and procurement matters. The Information Technology and Communications unit provides oversight and support to Country Offices in the region on all ICT matters, to ensure that all staff members in the region have timely access to information systems in a reliable manner for effective programme management within the WHO offices in the SEA regional and country offices. The objective of ICT is to connect and empower people through technology to Sustain, Accelerate and Innovate the flagship priorities of SEARO and the global strategies goals (Triple Billion Targets) of WHO.

DESCRIPTION OF DUTIES

Under the direction and supervision of Web Master and Coordinator, the incumbent will perform the following duties:

1.Develop, maintain and publish WHO/SEAR internet and Intranet websites in line with WHO standard web development tools, SOPs, standards and guidelines:

    • Interact with responsible programmes and accordingly contribute in developing and implementing overall content management and online collaboration environment to facilitate information dissemination.
    • Design and development of database driven dynamic websites as well as integration of required applications and Online forms, quizzes and database-driven content.
    • Use SharePoint Framework to create website designs, page layouts, themes, and display templates. Integrating SharePoint online with third party applications - using CSOM, JSOM, API etc.

2. Contribute in effective organization, optimization and promotion of WHO/SEAR web sites content:

    • Ensure to define meta data for indexing of web pages to facilitate quick and easy search of web pages through search engines.
    • Develop search features and ensure highest quality search results to improve popularity, usability and ranking of the web sites undertake keyword analysis on regular basis and implement metadata.
    • Monitor analytics and use reports to recommend improvements

3. Provide multimedia services to WHO users for interactive designs, presentations and other related web services including web queries and guidance:

  • Contribute in Audio-Video editing/conversion and streaming of recordings received from various meetings and events; for posting on web.
  • Provide assistance for staff development on web publishing skills including guiding, training and skills transfer activities.

4. Serve as a backup for other team members in Web Services team in their absence.

5. Perform any other related duty as assigned by supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Secondary School education supplemented by relevant courses in Information Technology. Desirable:

Degree in Computer Application and certifications in Internet tools & technologies is desirable.

Formal Training in web development tools & technologies and up to date knowledge of Internet programming languages.

Experience

Essential: At least eight (8) years' of progressively responsible experience in managing a large and diverse portfolio of websites (internet & intranet) including development/designing in content management system, editing and creation of digital assets.

Desirable: Power Automate, Power Apps, SPFx, Rest API, CSON/JSOM, jQuery, Bootstrap, Angular JS, Search functionality, PnP scripts, SharePoint designer, branding pages.

Knowledge of Modern UI and its development methodologies SPFx, SharePoint PnP, Power App, Power Automate.

Experience in analytics tools such as google analytics

Skills

Very good knowledge and working skills on latest web tools and technologies and hosting solutions, web programming, HTML5, CSS (Cascading Style Sheets) and XML (Extensible Mark-up Language), Search Engine Optimization, online promotion, web traffic analysis.

SharePoint development skills including Server-Side Object Model, content management system working knowledge, Office 365 /SharePoint Online, Web parts, Visual Studio, AJAX, SQL Server, Web services, WCF, SharePoint Designer, SharePoint features, ASP.NET, .Net Core.

Client-side development CSOM / JSOM / REST API, PowerShell, Third party front-end frameworks (Angular, React, etc.,)

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,234,734 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
